Rotherham Metropolitan Borough Council (RMBC) are inviting bids from a number of organisations who might be able to provide works that meet RMBC's current needs to establish a framework of suppliers for a variety of hard and soft landscape works, highway surfacing & civil works, supply and installation of play equipment, sports equipment & surfacing, fencing & metal works and masonry works.

The framework lot descriptions are as follows:

CREATION OF A NEW PLAY AREA AT THORPE MARRIOTT GREEN, PENDLESHAM RISE, TAVERHAM, NR8 6XG

The purpose of the brief is to obtain quotations and illustrated layouts for the supply and installation of new play equipment and ancillary items at Thorpe Marriott Green, Pendlesham Rise, Taverham, Norwich, NR8 6XG Companies must be registered with the API (Association of Play Industries) to tender for this contract. The Council is inviting proposals for: a) Removal and disposal of existing play equipment and safety surfacing b) Supply and installation of new play equipment c) Supply and installation of picnic benches/tables and bins d) Supply and installation of gate and signage e) Supply and installation of wet pour safety surfacing f) ROSPA inspection prior to site handover Although there are some funds available, the Parish Council will be seeking grant funding. Upon conclusion of the tender process, the Council will appoint a preferred contractor, and the contract will only be awarded once all funding has been confirmed. The Parish Council reserves the right not to appoint any contractor. As a guide, we are looking to spend a maximum of £220,000 • Create a picnic area and play area suitable predominantly for younger children but with some provision for children up to the age of 12 years within the space occupied by the existing play area. • Removal and disposal of all existing play equipment, safety surfacing, benches and bins within the existing play area. • Brightly coloured wet pour safety surfacing is to be used for the entire play surface. Designs within the surface should add play value. • The existing hedge and fencing will remain but the new design must include a new self-closing gate suitable for wheelchair access for all sizes. • A number of picnic benches, seats and bins are to be included within the play area. As dogs will not be permitted within play areas, a suitable area where dogs could be tethered outside the play area could be welcomed by dog-owning residents supervising children. • Signage stating site address, location (what3words), suitability for age group and parish council contact details is required. The sign must also inform users that dogs, smoking, and the use of bikes, skateboards and scooters are banned. • Due to the proximity of the play area to the skatepark, some young people may be tempted to use their scooters/skateboards on the play equipment. The layout and style of the play equipment should minimise the risk of this mis-use. • A bicycle/scooter rack is to be sited outside the play area. • At least 2 toddler swings to be included within the equipment provided, one of which to be a "me to you" style which allows for the carer to be seated opposite the infant. 2 junior swings and a basket swing are also expected. • A minimum of 3 slides to be included in the design. • Any play panels proposed must not create excessive noise and must have educational value. • Equipment suitable for inclusive play is expected. • The inclusion of a trampoline/jumper larger than the one located at Sandy Lane Play Area would be favourable. • The layout of the equipment should take into consideration the safety of younger children sharing space with older children. • It is suggested that bidders visit other play areas in the locale to minimise the duplication of equipment on offer excepting those pieces that have been expressly requested. • Shade from the sun at the play area is desirable provided that it is low cost and low maintenance. • The proposed design must not include sand, rockers, springers, seesaws, banister slides, zipwires or roundabouts. A site visit to assess access and gain detailed measurements is a requirement of this contract. Any tenders received without a site visit having taken place prior to submission will not be accepted. Please note that the play area is an irregular shape, surrounded by hedging, in an area with high footfall and limited vehicular access. An itemised quotation is required to identify all costs together with an illustrated layout for design purposes which will be assessed for quality and play value, as well as on price. Quotations must meet contract specification, should fall within budget and must not include items specifically excluded by Taverham Parish Council. The successful bidder will need to show in the design how it addresses the requirement for resistance to issues relating to anti-social behaviour and maintenance. Designs are expected to provide for a wide range of ages and abilities, be mindful of misuse by children/teenagers on bicycles/skateboards/scooters etc and be sympathetic to neighbouring residents whilst demonstrating value for money. • If an applicant or employee of an applicant firm to tender for a contract under the Parish Council is to his knowledge related to any member of, or the holder of any office under the Council, he and the person to whom he is related shall disclose the relationship in writing to the Clerk. • An applicant or applicant firm who fails to do so, shall be disqualified from such a contract and, if the contract is agreed, it will be null and void without notice. • Canvassing of members of any committee, directly or indirectly, for any contract under the Council shall disqualify the tenderer for such contract. • A member of the Council shall not solicit for any person or firm any contract under the Council or recommend any person or firm for such contract: but, nevertheless, a member may give a written testimonial of a tenderer's ability experience or character for submission to the Council with the application to tender. • The Parish Council is not obliged to accept the lowest tender, nor any tender at all. • Tenderers should inspect sites in the contract before tendering, as no allowance can be made for unforeseen difficulties encountered in the course of the work. • The Contractor will be responsible for all necessary insurance in connection with the work. A copy of the contractor's public and employer's liability insurance cover must be forwarded with tenders. • The Contractor will be responsible for the safety of all plant and machinery used in the course of the contract. • Site of works must be left in good and safe condition. • The Contractor is required to demonstrate to the Council compliance with all Health & Safety regulations current during the term of the contract. Contractors must forward with tenders a Statement setting out what methods are used in all aspects of the contracted work to ensure the safety of both operators and of members of the public. The Council reserves the right to terminate the contract without notice, should the Contractor fail to observe any of the safety practices set out in such Statement. • No part of the works specified in the contract shall be contracted out to another party, unless by express written agreement of the Council. • The Council reserves the right to vary specification details during the term of the contract, to meet changes which may arise from time to time. Cost implications of such variation will be negotiated at the time with the Contractor.
