Cumberland Council has procured a Framework for Provision of Enhanced
Residential Services for (Primarily) Working Age Adults with Disabilities and/or Mental
Health Needs. Residential care providers (current and new) are invited to submit a bid in
order to be accepted on to the new Framework to deliver high quality services. Whilst it is
not mandatory for providers joining the Framework to have a residential service within
Cumberland, providers must have accommodation with an appropriate CQC registration. The
aim of the Service is to enable people to maximise and maintain and (where possible) regain
their independence. Providers will support individuals to be healthy and happy, to build and
maintain relationships, to achieve goals and aspirations, to have choice and control and to
participate and thrive in their local community, both inside and outside of the care home.
Provision has been included to support use of the Framework by North East and North
Cumbria Integrated Care Board (NENCICB) during the term of the Framework. Further
discussions are being held with NENCICB around scoping access. For further information
refer to Schedule 2 Service Specification.
The are two Lots (1 & 2). All providers who join the Framework will join under Lot 1 and will
automatically be eligible for Lot 2. Providers can only join Lot 2 by being eligible and
successful to join Lot 1.
Lot 1 – Individual Placement - Cumberland Council will commission residential services via referral and follow the Call Off processes outlined in the Award Process Schedule 2 of the
Framework Agreement.
Lot 2 – Bespoke Services - Should the Council wish to procure a bespoke service it will follow
the mini competition process as outlined in the Award Process Schedule 2 of the contract.
For the avoidance of doubt the Council will not be obliged to commission any services under
Lot 2.
The framework will be ‘open’, which means that new providers can submit a bid to be
considered via The Chest at any time over the initial two year period (and during the two
extension periods if these are used). New bids will be assessed every two months after the
initial round.
Funding is from Cumberland Council and NHS Northeast and North Cumbria Integrated
Care Board (NENCICB). The estimated value for the initial two year term of the Framework is
£19.1m (excluding VAT) funded by Cumberland Council and £5.1m (excluding VAT) funded by
NENCICB. The estimated total value for both parties combined for the initial two year term is
£24.2m (excluding VAT). The estimated total value of the Framework Agreement for the
initial term plus the two optional extension periods (if used) of up to twelve months each is:
• Cumberland Council - £39.8m (excluding VAT)
• NENCICB - £11.0m (excluding VAT)
• Cumberland Council & NECICB - £50.8m (excluding VAT)
Details of current expenditure are indicative only. The Council does not guarantee any spend
against this Framework Agreement.
The Council proposes to enter into the Framework Agreement for an initial period of TWO
years with the successful Tenderers from 1st May 2025 to 30th April 2027. There are TWO
optional extensions of 12 months each. These optional extensions are at the absolute
discretion of the Council. If these optional extensions are used, the framework will end on
30th April 2029. The council may, at its discretion, stop accepting bids to join the framework
at any time. In this case, a notice will be sent out via the Chest to inform all prospective
bidders.

The aims of the LTC community outreach and EPP programme are to deliver cost-effective, culturally competent, and preventative community health interventions that address the health inequalities in Black, Asian and Minority Ethnic (BAME) communities which constitute circa 50% of SWL ICB's core20 communities, particularly in deprived and underserved wards such as Thornton Heath and New Addington. In particular the LTC community out-reach health and wellbeing checks, Pentathlon healthy lifestyle courses and Expert Patient Programme (EPP) LTC self-management course are anticipated to: • Support raising grass roots awareness of LTC risk and risk factors and support people to adopt healthier lifestyles to reduce the risks of LTC, support early identification and diagnosis and self-management in key Croydon communities. • Empower patients with LTCs to feel more confident in managing their own condition and keep them active and engaged in their lives. • Tackle health inequalities and increase uptake from hard-to-reach groups. The Contract is expected to commence in April 2026 for an initial period of 2 years. The contract may be extended for an additional period of 1 year at the sole discretion of the Authority. Drive Domestic Abuse Perpetrator Intervention - CPA/SPU/2667P

UK4 Tender notice Cheshire Constabulary would like to partner with a Provider to deliver a ‘Drive’ Domestic Abuse Perpetrator Intervention across Cheshire for an initial 18- month period. Funding to the PCC for Cheshire has been confirmed for the initial mobilisation and delivery of The Drive Project for the financial years 2025-2026 and 2026-27, however the exact allocation of funding is yet to be advised and in addition, will be pro-rated for year 1. Each year more than 100,000 people in the UK are at high and imminent risk of being murdered or seriously injured because of domestic abuse. Services rightly focus on meeting the needs of victims, but too often perpetrators are not held to account, and their abusive behaviour continues. Less than 1% of perpetrators get a specialist intervention that might prevent future abusive behaviour and as a result there is a high level of repeat victimization with the same victim or future partners / family members. To deliver long term sustainable change and reduce the number of victims – we must challenge perpetrators to stop. The intervention seeks to reduce offending in a high risk, high harm cohort of perpetrators. The anticipated contract value of £1.6m provided in this notice is based on the maximum annual allocation of funding for a full year of delivery, multiplied up to match the maximum contract duration. Year 1 funding will be pro-rata’d, however the actual amounts for year 1 and year 2 are yet to be confirmed. As this is grant funding, extension for years 3 and/or 4 and values are not guaranteed. Family Link Worker Service

The Family Link Worker Service is one element of additional support, made available to Lead Practitioners in Dorset Council’s Family Help teams and external Early Support partners who are supporting families in need, within the community. The Family Link Worker service provides intensive, hands-on support to families in their homes. A Preliminary Market Engagement Event was held on 09 July 2025 in relation to this procurement. This is an open procedure in accordance with section 20(1) and (2)(a) of the Procurement Act 2023. The procedure does not allow for refining of the award criteria, and there is no scope to negotiate.
