Description

As a Waste Disposal Authority, Devon County Council is responsible for providing facilities (Household Waste Recycling Centres (HWRCs)), at which members of the public can discard their bulky household waste. The Authority tendered this service provision in 2016, with an initial term of 1st April 2017 to 31st March 2022 and a maximum extension period of a further 4 years. The Authority has extended the contract for the maximum extension period, meaning that the contract will officially end on 31st March 2026. As such, a tender exercise is required to put in place a new contract for the HWRC and two Transfer Station for 1st April 2026. We are proposing to undertake a market engagement process in early 2025, once a service review has taken place the preferred delivery model has been identified and has received Cabinet approval. Subject to the response to the market engagement, we expect the initial term to be for a period of approx. 5 years with a maximum extension period of 5 years. The total costs above are based on the 2023/24 annual costs multiplied by 10 years (5 year initial term + 5 year extension).
