Description

Orwell Housing Association Limited intend to create an open framework for agency suppliers who are able to provide temporary care assistants and support workers for our care and support schemes.  We would like to procure a group of specialist agency suppliers who can offer a quality service whilst ensuring value for money for our customers.   Suppliers will need to pass certain criteria to be successful in being awarded a place on the framework.
The open framework will run for a maximum period of 8 years and will be reopened in accordance with TPA2023.  Full details will be provided in the Invitation to tender when issued.    
We estimate the value to be £1.7m to £2m per annum, a total estimated cost of £16m including vat.  Suppliers please note: the estimated values cover the whole of the framework and not the value awarded to each individual supplier.

Harris Federation is to establish a permanent and contingent (PerCo) recruitment Open Framework, being procured under the Open procedure, to secure the provision of general and specialist recruitment services by preferred suppliers that support the staffing requirements of all existing, and future, academies within the Federation. Aspire Academy Trust Supply Agency Services

The proposed contract will be for the provision of supply agency services for all schools belonging to the Trust. The Trust is looking to appoint a Supply Agency and is seeking a single provider to supply this service. It is the Trust’s expectation that the Provider shall be responsible for the operation of the supply agency function and provide both emergency and planned absence cover for teachers and teaching assistants including the following requirements: a. Availability of agency workers that have the required levels of competence and experience to cover the booking requests. b. Provision of a dedicated Account Manager for the Trust c. Best Value for money d. Robust vetting procedures e. Comprehensive management information and reporting, with a dedicated platform f. High levels of school satisfaction. g. Consistently high-performance levels which meet or exceed KPI requirements. h. Consolidated invoicing weekly/ monthly as required. i. Provision of training and expert advice on any legislative requirements related to Agency Workers. The objectives of this tender opportunity is to: a. Build a partnership working approach with a Supply Agency with the same values who will support the Trust by delivering the highest quality Services which offer best value for money. b. Guarantee availability of agency workers with the appropriate skills and experience to cover the range of booking requests, committing to a fill rate of 92% c. Robust KPI and SLA monitoring and reporting, including addressing any underperformance. The contract start date will be the 1st September 2025 and is to be for a period of three (3) years with the possible extension of two (2) further years, in 12-month intervals (3 +1+1). Provision of Supply Agency Services

The proposed contract will be for the provision of supply agency services for all schools belonging to the Trust. The Trust is looking to appoint the three highest scoring Providers who will become part of the Trust’s preferred Provider List. This will enable each school to select any Provider from the list in order to book suitable cover for the role(s) required. The Trust will not guarantee any level of supply for each individual Provider on the list and the schools will have the freedom to select whichever Provider they choose to use from this preferred Providers list. It is the Trust’s expectation that the Provider shall be responsible for the operation of the supply agency function including: a. Availability of agency workers that have the required levels of competence and experience to cover the booking requests. b. Best Value for money. c. Comprehensive management information and reporting. d. High levels of school satisfaction. e. Consistently high-performance levels which meet or exceed KPI requirements. f. Consolidated invoicing weekly/ monthly as required. g. Expert advice on any legislative requirements related to Agency Workers. The contract start date will be the 1st September 2025 and is to be for a period of three (3) years with the possible extension of two (2) further years, in 12-month intervals (3 +1+1).
