Description

This is a Contract Award Notice for the Community Care and Support Hampshire Call off, which has been run under the Help 2 Live at Home Framework, set up under the Light Touch regulations (Public Contract Regulations 2015). This call-off is open currently and until the end date of 31/10/34 (including a potential two year extension period) for providers to apply to.  The Help 2 Live at Home Framework will remain open for the initial term and extension period for new providers to join. However, the Council reserves the right to review this on a monthly basis. 

CCSH is available for all providers accepted onto the Help 2 Live at Home Framework to apply for.

16+ Supported Accommodation Service (2 Lots)

The Borough Council of Calderdale (the "Council") is commissioning a 16+ Supported Accommodation Service (the "Service) for Children Looked After (CLA) and Young People Leaving Care aged 16 and 17 years old on admission (2 Lots). The Service will provide high quality support to enable Young People to be as prepared as possible for adulthood, living independently, for financial responsibility, and to enable them to secure education, training, or employment opportunities. Supported accommodation provides accommodation with support for 16- and 17-year-old Children Looked After and Young People Leaving Care, to enable them to live semi-independently. The provision of accommodation is regulated under the Supported Accommodation (England) Regulations 2023. The Service will be delivered in two Lots; Lot 1: 16+ Supported Accommodation - Children Looked After and Young People Leaving Care and, Lot 2: 16+ Supported Accommodation Service - Unaccompanied Asylum Seeker Children. It is anticipated that the 16+ Supported Accommodation Service contracts will commence on the 10th December 2025 for a period of five years with the option to extend for a further two periods of up to 24 months. Preliminary market engagement was carried out prior to the implementation of the Procurement Act 2023. This Tender process is for the procurement of Multi-award Contracts on a no guarantee of work basis, to an unlimited number of providers through one tender process for the duration of the contract. In addition to the Tender, the Council may make use of User Choice Direct Award contracts where appropriate under the Procurement legislation to ensure Children and Young People are allocated a service in a timely manner to ensure their needs are met. I.e. This is likely to be where there are capacity issues amongst the successful providers awarded a contract under the Tender and there is urgent need for a placement to be made.
