Description

This procurement is to appoint a contractor for the Modelling of Ambient Air Quality for assessment of air quality and reporting compliance with air quality limit values, critical levels, target values and long-term objectives under the AQSR. Modelling of Ambient Air Quality contract is a key part of the evidence base to deliver the annual assessment and reporting of compliance. The UK uses a combination of measurement and modelling data within the annual air quality assessments required for assessing compliance with the AQSR, which must be published by the end of September each year. This has a number of benefits including a reduction in the cost burden for measurements, providing a more complete assessment and providing policy relevant information for air quality management including source apportionment (linking concentrations with specific sources). The use of models for annual compliance reporting also provides a consistent framework within which projections of future air quality, under current policies or policy option scenarios, can be explored in a cost-effective manner.

Sector development framework

The MCA needs to understand better the role that MCA-led sector development activities can play in the success and growth of the LGP Priority and Key Sectors because they are significant levers for delivery of the West of England Strategic Framework and the LGP itself. What works, how does it work, and what are the opportunities for and barriers to effective sector development activity in the West of England that have not yet been deployed or overcome? This will then help the MCA to clearly identify and structure the Economy & Skills Directorate's sector development and inward investment activities and inform the strategic/economic case within a forthcoming business case to establish a redesigned sector development service. The MCA wishes to commission expert(s) with demonstrable knowledge of our LGP Priority and Key Sectors and experience in sector development/support. This is to undertake work that gives the MCA a greater understanding of the way it can support nationally significant sector growth and delivery of our regional priorities for residents and businesses through a targeted and effective sector development service. As such, the commission is a discrete piece of work to inform the Economy & Skills' Directorate's internal planning of its economic development services. The piece of work being commissioned will identify existing or desirable support systems and interventions for the growth of our regional Priority and Key Sectors (regardless of by whom these are (to be) delivered). It will explore and recommend the role the MCA 's sector development service can play in improving or accelerating such support, including grasping opportunities and overcoming barriers identified. While this will differ from sector to sector, we seek to design a high level 'sector development blueprint' that outlines the high-impact, repeatable interventions applicable across sectors. Sector development interventions identified might include addressing funding gaps, commercial infrastructure, trade and inward investment, supply chain development, skills need, comms, or business support, as well as more general cluster support components such as governance structures, stakeholder involvement, sector leadership and broad sector development programmes. Proposals will need to be achievable alongside expected resource availability. Reference should be made to best practice in place in the West of England and elsewhere, nationally and internationally. A clear connection should be made at all times between the Priority and Key Sector support and its impact on high economic growth and delivery of our regional priorities. The work should identify key failure mechanisms of sector development activities to aid risk management and planning. Brownfield Housing Fund Programme Round-3 Applications

Delivering affordable, accessible, low carbon housing is a key priority for YNYCA Combined Authority. Our aim is to help unlock urgently needed affordable homes that help create high quality sustainable places. Launched in 2023, YNYCA's current £16.7m Brownfield Housing Fund Programme is set to deliver over 1,100 new homes on 14 brownfield sites across York & North Yorkshire. The Combined Authority is expecting an additional allocation of Housing Investment Funding from the UK Government to enable the Combined Authority to expand its programme in 2025-26. In readiness for this, the Combined Authority is planning to launch a new call for sites, to be focused on Local Authority partners and Housing Associations who require additional investment to deliver 100% affordable schemes in York and North Yorkshire. It is expected that the Government will require all the new funding to be fully contracted by the end of March 2026. The scale of investment is to be confirmed, however YNYCA is expecting to award between £4m-£8m of new Brownfield funding, and an additional c30% over commitment to reserve projects. Y&NYCA are now seeking external support to help carry out the project appraisal process, with the aim that by the end of October 2025 we will have identified a cohort of good quality, brownfield housing schemes being delivered by partners who are ready to enter into Grant Funding Agreements by 31st March 2026.
