Description

Cwm Aber Infants and Junior School have a demountable and canteen on the school site to support the delivery of childcare places to the children and families of the local area. The childcare places they would like to provide include:
• A morning and afternoon playgroup / wrap around in particular to support delivery of childcare places under Flying Start and the Childcare Offer for Wales.
• An After School Provision for children attending Cwm Aber Infant and Junior School
The provider may also be required to deliver Enhanced Provision and Flying Start Outreach funded placements’
The childcare provision would operate from the demountable for Flying Start and Childcare offer then the canteen for after school club (See site plan at Annex 2).
The school Governing Body is inviting Expressions of Interest (EOI) from childcare providers who are registered with Care Inspectorate Wales (CIW) to develop this provision. The EOI is open to existing providers who wish to develop new satellite provisions, new providers and to childminders who wish to register as a group-based provision for 2-year-olds and upwards.
It is anticipated that this provision will be registered ready for delivery from January 2026.
Expressions of Interest should be no more than 1000 words and should demonstrate how you intend to deliver the service as described in Annex 1 below. Please ensure you cover the following points in your response:
• How you intend to offer a seamless quality service
• How you will work closely with the school
• How you will work in partnership with parents, school staff, other professionals and those with parental responsibility to keep them informed of a child’s time at the childcare provision?
• Your vision of a high quality and inclusive environment both indoor and out.
Please also include:
• Business Plan showing finances, sustainability, marketing, etc.

A Licence to Occupy will be drawn up between the school and the successful Childcare provider.

Early Education and Childcare Flexible Framework

THIS IS NOT A NEW CONTRACT AWARD - THIS IS INFORMATION FOLLOWING LOCAL GOVERNMENT REORGANISATION Local authorities have a legislative duty to secure free childcare places for eligible two, three and four year olds. Every child is eligible for up to 570 hours (1140 for families eligible for 30 hours free childcare per academic year over no fewer than 38 weeks and up to 52 weeks of the year. Local Authorities have a duty to ensure that each child is able to access their free entitlement no later than the beginning of the term following the meeting of the eligibility criteria On 01 April 2023, Cumbria County Council ceased to exist and is replaced by two new unitary authorities; Cumberland Council and Westmorland and Furness Council. The current countywide framework for Early Education and Childcare was due to end on 31st August 2023. This notice seeks to inform the replacement of Cumbria County Council to the two new authorities. New framework agreements from each authority were issued to existing providers and will be issued to new providers with effect from the 1st April 2023 which will reflect both Cumberland and Westmorland & Furness new local authority footprints. From this time, each new council will manage the addition of new providers on to their framework. Existing providers already on the framework do not need to re-apply to this framework. Dynamic Purchasing System for the Provision of Childcare in the Non-Maintained Sector

The Council has established a Dynamic Purchasing System for the provision of Childcare in line with the Light Touch Regime and Public Contract Regulations 2015 schedule 3. This contract notice is to advise providers the first round of applications to join the DPS has been completed and new childcare providers can join this arrangement at any time for the validity period of the Dynamic Purchasing System. The Council is looking to engage with suitably experienced and qualified childcare providers to provide Lot 1 - Early Years Lot 2 - Flying Start Lot 3 - Assisted Places and Supported Places Suitably qualified childcare providers are able to tender for one or more lots. This DPS shall replace an existing arrangement for the provision of Childcare PS1609/17/HS, which is due to expire on the 31 March 2023. Service Providers currently awarded to the existing arrangement (PS1609) must apply to join the new DPS arrangement. The existing arrangement shall be terminated when all service providers have joined the new DPS arrangement, which must happen prior to the 31 March 2023 when the existing arrangement shall naturally come to an end. The Council reserves the right to terminate the existing arrangement end date at its own discretion. Service providers who have not successfully joined this DPS arrangement by such a time will not be utilised by the Council until they have successfully joined the DPS for the provision of childcare (DPS1003584). For the purpose of this arrangement, the term ‘childcare provision’ will be used for the non-maintained sector including Playgroups, Cylchoedd Meithrin, Day Nurseries, Childminders, Out of School provision in both Welsh medium and English medium, including Wrap around, before and after school provision. Service Providers who satisfy the criteria to their application to join this arrangement shall be subject to relevant inspection methods depending on the area of work as set out in the ITT and by Early Years Officers. All costs and charges are set by the Council. All lots are subject to the Council successfully attaining grants and ongoing levels of funding each year. Early Years shall inform Service Providers the ongoing costs and charges at the being of the financial year. The validity of the DPS is from the 01 February 2023 to 31 January 2029 with the option to extend for up to a further period of forty-eight (48) months Full details are provided within the initiation to tender (ITT) documentation
