Description

Powys County Council (the Council) has engaged with suitably qualified and experienced organisations for Early Years Pre School Education Provision in Powys.
Since September 2017, Powys early years education has been provided via contracted early years settings.
From September 2025, the Council has awarded new framework for four years.
All 3 and 4 year olds will have access to up to 10 hours of Early Years Education per week during term time. The new funding formula implemented in April 2024 5 GBP per hour per child. The provision will be split into catchment area lots.
Providers could bid for more than one setting under either a
single lot or under more than one lot.
Please note, however, this may result in a partial award and will not provide an advantage over other, single, bids.

Framework Agreement length - 4 years plus an option to extend for a further 1 year at the Council's discretion.
Contract duration - Individual setting contract lengths - 5 years with the option to extend for a further 2 years at the Council's discretion.
The Council has let a pseudo framework agreement under Regulations 74 to 77 of the Public Contract Regulations 2015 Light Touch Regime. The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
The Council may decide in future to re-open the framework to allow providers to join, should the Council need to meet demand.

Provision of Childcare at Hengoed Primary School

Hengoed Primary School have a demountable on the school site to support the delivery of childcare places to the children and families of the local area. They are looking for expressions of interest for a Childcare Provider to offer the following childcare places : • A morning and afternoon playgroup • An afternoon wraparound to support delivery of childcare places under Childcare Offer for Wales. • An afterschool club The provider may also be required to deliver Enhanced Provision and Flying Start Outreach funded placements’ The childcare provision would operate adjacent to the school nursery building, to enable a smooth transition between the school nursery provision and the childcare unit. The EOI is open to existing providers who wish to develop new satellite provisions, new providers and to childminders who wish to register as a group-based provision for 2-year-olds and upwards. It is anticipated that this provision will be registered ready for delivery from September 2025. Expressions of Interest should be no more than 1000 words and should demonstrate how you intend to deliver the service as described in Annex 1 below. Please ensure you cover the following points in your response: • How you intend to offer a seamless quality service • How you will work closely with the school • How you will work in partnership with parents, school staff, other professionals, and those with parental responsibility to keep them informed of a child’s time at the childcare provision? • Your vision of a high quality and inclusive environment both indoors and outdoors.
