Description

Powys County Council (the Council) has engaged with suitably qualified and experienced organisations for Early Years Pre School Education Provision in Powys.
Since September 2017, Powys early years education has been provided via contracted early years settings.
From September 2025, the Council has awarded new framework for four years.
All 3 and 4 year olds will have access to up to 10 hours of Early Years Education per week during term time. The new funding formula implemented in April 2024 5 GBP per hour per child. The provision will be split into catchment area lots.
Providers could bid for more than one setting under either a
single lot or under more than one lot.
Please note, however, this may result in a partial award and will not provide an advantage over other, single, bids.

Lot 4 - Caereinion
Lot 5 - Crickhowell
Lot 6 - Gwernyfed
Lot 7 - John Beddoes
Lot 8 - Llandrindod Wells
Lot 9 - Llanfyllin
Lot 10 - Llanidloes
Lot 11 - Maesydderwen
Lot 12 - Newtown
Lot 13 - Welshpool
Framework Agreement length - 4 years plus an option to extend for a further 1 year at the Council's discretion.
Contract duration - Individual setting contract lengths - 5 years with the option to extend for a further 2 years at the Council's discretion.
The Council has let a pseudo framework agreement under Regulations 74 to 77 of the Public Contract Regulations 2015 Light Touch Regime. The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
The Council may decide in future to re-open the framework to allow providers to join, should the Council need to meet demand.
