NW2980 - Energy Supply for NWG

Northumbrian Water Limited (NWL) seeks to appoint a partner/s for energy supply for the import and export of electricity and gas across ~1,853 operational sites and providing compliant Meter Operator Services (MOP) including Data Collector and Data Aggregator Services (DCDA) to ensure accurate data collection and reporting for the operational sites. NWL are looking to appointing a partner/s to support NWG's energy supply for current and growing requirements for business services over the next ten years. The contact has been split into the following Lots; • Lot 1 - Power - Import & Export (HH/NHH/UMS) • Lot 2 - Gas - Import & Export • Lot 3 - Meter Operator Services (HH) The scope of work to be undertaken by the successful bidders is anticipated to be as follows: • Supply NWL with electricity and gas, offering flexible trading options like day-ahead pricing, seasonal trades, and market-linked export contracts. • Work in partnership with the Energy & Decarbonisation team and business stakeholders to adhere to business requirements. • Provide experienced resources with the capability to identify genuine business benefits and opportunities. • Collaborate effectively with stakeholders to deliver end-to-end energy supply services including handling billing, credit notes, and export invoicing, new connection requests, disconnection requests, settlement and data reporting. • Manage NWL's energy portfolio, offering tools for reconciliation, forecasting, and strategic planning across multiple sites. • Provide weekly energy market updates and contributes to NWL's procurement strategy, including supplier interviews and performance KPIs. • Install and maintain meters, collect half-hourly data, and aggregate it for billing and analysis. This includes export meters and strategic assets. Below is an overview of the core components for each Lot within the tendering exercise. LOT 1 - POWER NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of 1,829 electricity supply points including both import and export (1,314 NHH 515 HH - correct as of July 2025). The contract has an estimated annual value of £53M/year (estimated gross of any payments to NWL for electricity export). All electricity contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licenses for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 2 - GAS NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of both import and export gas supply points (25 MPRNs - correct as of July 2025). The requirement is for gas supply contracts for 25 supplies covering import and export of gas. The contract has an estimated annual value of £4M/year (estimated gross of any payments to NWL for gas export). All gas contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licences for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 3 - MOP & DC/DA NWG seeks a supplier to appoint a Meter Operator (MOP) provider to provide Data Aggregation and Data Collection (DA/DC) Services for any new or existing half-hourly electricity supply points. The MOP agreement will cover the installation, maintenance, and management of energy meters, ensuring accurate usage recording, proper upkeep, and regulatory compliance. As of July 2025, NWG is currently overseeing 515 HH MPANs. Due to the timeline of this current tender, NWG acknowledge that the Market-wide Half-Hourly Settlement (MHHS) is a significant reform in the UK's electricity market, aiming to transition all electricity meters to half-hourly settlement. As per NWG's understanding, changes which will take place under MHSS are as follows: • MOPs (Meter Operators) are becoming MOAs (Meter Operating Agents). • DC/DA roles are being replaced by Smart Data Services (SDS) and Advanced Data Services (ADS). • HH/NHH classifications will be replaced with Smart, Advanced, or UMS. • Contracts for Metering Services Smart (MSS) or Metering Services Advanced (MSA).

Completely energy independent No Contribute to environmental sustainability - Employer's requirements Solar panels The manufacturer, type and model of solar panel modules can be selected by the tenderer, subject to approval by PL. The panels shall meet international standards for performance, durability, and safety. Mounting structures The mounting structures shall securely support the solar panels on the desired installation location (e.g., ballasted - rooftop). The structures shall be made of corrosion-resistant materials suitable for outdoor installation. The design shall take into account wind loads, snow loads, and other environmental considerations specific to the installation location - in accordance with the structural information provided. Inverters The solar PV system shall include grid-tied inverters capable of converting the DC power generated by the solar panels into AC power for use or export to the grid. The required manufacturer for this scheme is Solis. The inverters shall have a minimum efficiency of 93 - 96%. The inverters shall meet relevant international safety standards and have built-in protection mechanisms against overvoltage, overcurrent, and other electrical faults. Inverters should be located in well-ventilated spaces that do not exceed the optimum / recommended operating temperatures. Inverters should always be mounted on fire-rated surfaces. Inverters should be installed as close to the solar array as possible to reduce power losses. Inverters should be protected from the elements, positioned away from direct sunlight, rain, snow, etc. Electrical wiring and protection The system shall include appropriate electrical wiring to interconnect the solar panels, inverters, and other components. The wiring shall be sized correctly to minimise losses and comply with local electrical codes and regulations. Protection devices, such as surge protectors, circuit breakers, and disconnect switches, shall be installed as per applicable safety standards. All cabling will be fully supported and secured in cable trays. All cabling will be labelled accordingly, and be weather-proof when external. Wiring diagram, providing the routes of cabling (including external cable runs) will be provided as part of the system O&Ms. Batteries It is not anticipated that there will be a requirement for batteries for this project. Monitoring and control The solar PV system shall incorporate a monitoring and control system to track system performance, energy production, and potential issues. The monitoring system shall provide real-time data on energy generation, consumption, and system health through the Solis interface. Installation and commissioning The solar PV system shall be installed by qualified personnel following industry best practices and local regulations. A comprehensive commissioning process shall be conducted to ensure the system operates as intended and meets performance specifications. All necessary permits and approvals shall be obtained before installation and commissioning. Warranty and maintenance The solar panels, inverters, and other system components shall have a warranty period of: ● Solar PV panels - 20 years ● Solar PV - inverters - 10 years ○ Option for extended warranty required. ● Mounting system - 20 years The warranty shall cover defects in materials and workmanship and guarantee a minimum performance output over the warranty period. A recommended maintenance plan shall be provided to ensure optimal performance and longevity of the system. The contractor shall ensure that there's a nearby water connection to enable cleaning of the solar PV panels. The contractor shall ensure that there's a nearby electrical connection to enable cleaning the solar PV panels. Solar panel placement: panels should be accessible to clean and inspect without excessive leaning or specialist equipment. Inverter placement: technicians should be able to reach the inverters without difficulty for routine inspections, repairs, or replacements if needed. Always follow manufacturers instructions for specified distances between individual inverter units. The design shall not restrict rainwater run-off from the existing roof structure. Gulleys must be left exposed to enable roof cleaning / maintenance. The contractor shall provide the employer a collateral warranty of 5 years. The contractor will provide a comprehensive operational and maintenance manual, detailed drawings, schematics, handover training with the site team and 12-months of soft landing / servicing support (in the event of issues arising in accordance with the collateral warranty) and electrical compliance checks. Access The contractor will provide all necessary access equipment to safely complete the installation, in accordance with relevant health and safety regulations. H&S The contractor will comply with the Construction Design Management (CDM) Regulations 2015, adopting the role of Principal Contractor, and where also responsible for design, Principal Designer. The scheme will be compliant with RC62 and a full RC62 checklist will be completed and submitted as part of the design and handover process. This includes the installation of a fireman's switch and full integration at the fire panel. A pre and post fire-risk assessment must be completed at design and handover of the scheme. Contracts The contractor will enter into a JCT Minor Works Contract, or with Contractor's Design elements depending on the package. DoF - Collaborative Arrangement - Provision of Unmetered Electricity 2026 - 2029

This contract will be for the supply of 100 per cent green Unmetered Electricity for a maximum term of two years. The anticipated commencement date shall be 1st April 2024. The Contract will be utilised by the following clients: • Department for Infrastructure (DfI); • NI Water (NIW); • The Police Service of Northern Ireland (PSNI); • Northern Ireland Housing Executive (NIHE); and • Translink Each Client will be wholly responsible for the performance of its obligations under the contract. As CPD and its Clients are committed to the Central Government Energy Management Strategy and Action Plan to 2030 Contractors must provide 100 per cent green electricity. This commits all Central Government bodies to reduce costs and consumption consistent with draft Programme for Government (PFG) indicators on greenhouse gas emissions and enhancing security of supply. This is delivered through a target to reduce net energy consumption by 30 per cent by 2030 and to spend no more on energy in 2030 as we do today. In addition Department for Economy (DfE) has published an issues paper considering how best to advance proposals for an energy strategy that will enable new and challenging decarbonisation targets to be met. Not least among these is the UK Government legal requirement to achieve “net zero carbon” by 2050. Consequently, the retrofit projects will have an impact on this contract as they will have a direct effect on the consumption of unmetered electricity. The rates submitted must be honoured for the duration of the contract despite the likelihood of a reduction in the annual usage, the supplier should take this into consideration when submitting their response.
