Description

The Council is seeking to appoint a suitably qualified SPS Provider to achieve the following project assist in implementing the improvement roadmap that will deliver the following objectives:
•	Implementing the agreed workstreams from the Target Operating Model (TOM) work (please see CST210 - Appendix A - Finance Function TOM) within the timeline set out.
•	Development and implementation of a structure for the finance department that supports the TOM, clearly defines areas of responsibility, brings together roles undertaking similar or linked tasks to maximise flexibility and implements appropriate spans of control for management.
•	Simplification and standardisation of processes within finance, benchmarked against best practice within comparator organisations and the removal of identified non-value added tasks and processes. All processes to support the agreed design principles of the new TOM.
•	Implementation of a staff development and training programme to build skills and improve future staffing resilience and workforce planning.
The project scope includes implementation of the agreed TOM and roadmap.
