Description

The Council is seeking to appoint a suitably qualified SPS Provider to achieve the following project assist in implementing the improvement roadmap that will deliver the following objectives:
•	Implementing the agreed workstreams from the Target Operating Model (TOM) work (please see CST210 - Appendix A - Finance Function TOM) within the timeline set out.
•	Development and implementation of a structure for the finance department that supports the TOM, clearly defines areas of responsibility, brings together roles undertaking similar or linked tasks to maximise flexibility and implements appropriate spans of control for management.
•	Simplification and standardisation of processes within finance, benchmarked against best practice within comparator organisations and the removal of identified non-value added tasks and processes. All processes to support the agreed design principles of the new TOM.
•	Implementation of a staff development and training programme to build skills and improve future staffing resilience and workforce planning.
The project scope includes implementation of the agreed TOM and roadmap.

Mole Valley District Council - Payment Card Industry DSS Compliance

Mole Valley District Council (“the Council”) invites tenders for the provision of Payment Card Industry (PCI) Data Security Standard (DSS) Compliance services, to be provided by a Qualified Security Assessor (QSA) as set out in these documents. The Council provides a range of goods and services which residents and visitors to the district can purchase in person, via telephone or ecommerce in four locations, including Dorking Halls theatre and the Fairfield day centre. The Council is fully PCI DSS compliant and had a PCI audit during the last 12 months. The Council has QSA certified A, P2PE and C-VT SAQ’s and AOC’s, the first of which expires on 11 March 2026. The Council requires the provision of PCI DSS consultancy from a QSA with experience of Version 4 PCI DSS compliance in local authorities or equivalent to assess the Council’s compliance with the latest version of the PCI DSS, to recommend which SAQ(s) is/are most appropriate to the Council, and to provide to the Council completed and QSA certified SAQs and Attestations of Compliance (AOCs) each year during the contract period. The Commencement Date for the delivery of the services is scheduled to be on Monday 1st December 2025 at 00:00 hours. The Contract will be awarded for a period of two years until Tuesday 30th November 2027, with an option to extend for a further one year period subject to performance and the absolute discretion of the Council.

OPDC Accountancy Support- Subsidiaries Financial Services

As part of its land assembly programme, OPDC has acquired land interests either by directly purchasing within the Old Oak and Park Royal area, or by purchasing a number of Special Purpose Vehicles (SPVs) which in turn hold the land interest. To date, OPDC has purchased the following SPVs, all of which are 100% owned by OPDC: OPDC requires good financial management of each SPV in order to meet statutory requirements for preparing accounts and paying relevant taxes. This directors of the SPVs, who are OPDC Executive Directors, also have certain responsibilities for which they are personally liable. In addition, the financial results from each SPV are incorporated into OPDC's and the GLA's financial reporting and accounts. Therefore good financial management and control of these subsidiaries is essential for OPDC.
