Sustainable Estates Solutions Framework Agreement

This is a replacement framework for the current Sustainbale Estates Framework awarded under PCR2015. The framework agreement is intended to provide a quick and legally-compliant route to market for NHS, and other public sector, organisations to procure services to enable the decarbonisation of their built environments. Although principally intended as a procurement vehicle for NHS organisations in England, the Agreement will, subject to approval by the Contracting Authority, be available to all organisations detailed in the Contract Notice (each, a “Procuring Authority” and “Customer”). Framework for the Installation of Low and Zero Carbon Technologies

Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of predominantly social housing properties. Procure Plus wishes to procure and enter into a framework for the installation of low and zero carbon technologies within social housing properties and properties across the wider public sector. The framework covers the assessment, design and coordination of retrofit measures and the installation of air source heat pumps, ground source heat pumps, electric heating, solar PV and battery storage as well as multimeasure retrofit works which also include insulation and ventilation. Companies appointed to the framework will be expected to share Procure Plus's commitment to social value, and specifically the creation of training and employment opportunities for individuals who are furthest from the labour market, groups that are underrepresented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market. Procure Plus reserves the right to cancel the procurement at any time and not to proceed with all or part of the Framework. Procure Plus will not, under any circumstances, reimburse any expense incurred by bidders in preparing their tender submissions or in participating in this procurement process.
