2.1	This FC sets out the requirements of this procurement and provides information on how the tender process will be managed. It also explains the clarification process and confirms the process that will be used to evaluate Tender(s)

2.2	The tender has an overarching specification relating to a range of products and services, account management & sustainability. 

The Trust's primary objective is to appoint a supplier(s) that is able to: 

•	Have a wide range of products and supplies available which meet the requirements of our schools, including educational items. 
•	Offer choice in the buying process and help schools to fine operational efficiencies and data integration improvements to reduce the cost of purchasing (i.e. placing orders, invoice management and operational logistics). 
•	Have strong social values and ethical supply practices in place. 
•	Be carbon conscious and have streamlined and safe delivery processes. 
•	Have excellent supply chain resilience and governance practices established. 

Social Value & Sustainability

Our Trust has a strong social value and sustainability agenda and is looking to continue this as part of this contract with the aim of providing interaction, learning opportunities and career support to our students. The Trust and its schools are looking to work in partnership with suppliers that can demonstrate they can provide high quality service and engage with the Trust over the contract period, with social value initiatives to support achieving these goals. 

The Trust Team is keen to develop a partnership with suppliers to support the educational aims of its schools with areas such as supplier events, staff training and student engagement to educate them within the industry. 

The Trust aims to work with suppliers who have considered their Economic & Environmental impact when delivering this service. The Trust has the vision to ensure all suppliers are able to strive to reduce their emission of greenhouse gasses, the reduction of single use plastics and utilising reusable/recyclable packaging where possible.

Workplace Essential: Supplies, Design, and PPE

HeathTrust Europe is seeking bids for a framework Agreement for Workplace Essentials: Supplies, Designs, and PPE. It is anticipated that the resulting Framework Agreement will cover Goods and Services within the following Lot structure: Lot 1 - Workplace Supplies Lot 2 - Workplace Designs Lot 3 - Workplace Non-Clinical PPE We carried out an engagement similar to PME, before the new Procurement Act 2023 came into force in February 2025. During the engagement HTE focused on identifying the best-fit solution for workplace solutions products and services. The goal was to ensure that the future supply model is cost-effective, sustainable, and responsive to the evolving needs of the workforce. HTE engaged incumbent suppliers, under contract or with a history of delivering workplace supplies, on the Framework. These suppliers participated in a series of discussions. The focus was to understand current performance, explore innovation, improvements, and any new offerings they can bring to the market. Assessing scalability and flexibility, can they adapt to changing demand or new sustainability goals. HTE also engaged external suppliers, charitable organisations simultaneously outside the current Workplace Supply Solution Framework to offer fresh perspectives, ideas, capabilities, and insights. Across the PME, HTE explored themes like: Sustainability (eco-friendly packaging, carbon footprint reduction), technology integration (smart ordering systems, inventory tracking, AI-driven demand forecasting), diversity and inclusion opportunities to work with SMEs, social enterprises, or minority-owned businesses. Value-added services and potential for cost savings This insight feeds directly into the next phase with a much stronger foundation.
