Greater Manchester (GM) has ambitious plans to deliver economic growth and development. Existing devolution powers, further local control through a single settlement with Government, a track record of access, and the adoption of the Places for Everyone (PfE) joint development plan form strong foundations but additional public investment, particularly in infrastructure, is required to ensure we can deliver inclusive growth in line with our shared strategic vision and to deliver cross cutting outcomes benefitting the people of GM, as well as materially contributing to the national growth agenda. Northern Gateway is part of the innovation-led Atom Valley Mayoral Development Zone (MDZ) and a significant element of the GM vision; it includes the single largest employment allocation within PfE and provides the opportunity to deliver 13 million square feet of flexible employment space and 2,700 homes. Its strategic location means and will be perfectly placed for businesses to benefit from first-class infrastructure, convenient connectivity and collaborative partnerships, however major up-front infrastructure investments are required in order to maximise the opportunity Northern Gateway provides. GMCA is seeking a supplier to, at pace, build on the existing vision for Atom Valley to set out the economic impact of delivering the Atom Valley vision in support of the strategic case to Government to make the necessary investment in key infrastructure to drive private sector confidence and investment and maximise the opportunity Atom Valley offers. The supplier will lead the preparation of the strategic case in close co-operation with the stakeholders for Atom Valley and, utilising their deep understanding of the Whitehall context, lead engagement with the relevant Departments and Government more widely to ensure our approach is appropriately tailored to ensure support.
