The Department for Energy Security and Net Zero (DESNZ) launched a consultation on the North Sea&apos;s Energy Future on Wednesday 5th March 2025, and the Department have a requirement to procure services to analyse the responses that they will receive from the consultation. 

Responses to the consultation will support the delivery of the government's commitment not to issue new licences to explore new fields, while not revoking existing licences and partnering with business and workers to manage the existing fields for the entirety of their lifespan.

Built Environment Adaptation & Resilience (BEAR)

DESNZ is seeking to procure a supplier(s) to deliver a research programme to build the policy-relevant evidence base for adaptation action in the built environment to enable a building stock and built environment more resilient to future climate hazards. It will include research on:  Adaptation metrics and indicators for the built environment Quantifying effectiveness of adaptation retrofits for buildings Identify opportunities to embed resilience in our built environment while we decarbonise. Mapping out adaptation pathways for the built environment. Understanding role of nature-based and urban planning solutions. Learning from international best practice to inform UK evidence and policy design. The programme will focus on building the required evidence base, translating existing evidence alongside new analysis and data collection and modelling to support adaptation action in the built environment. A knowledge transfer and integration work package will provide agile policy support, and facilitate co-development of outputs. The programme will require expertise on climate risk and adaptation in the built environment, and should take a multi-disciplinary approach to consider implications for energy, built environment, public health, and economic factors. Methods could include literature reviews, quantitative and qualitative data collection and analysis, field trial design and analysis, building simulation, spatial analysis, predictive scenario modelling, and knowledge integration and dissemination. DESNZ anticipates a consortium of suppliers will be needed to cover the breadth of skills required, which may include professional expertise in building services engineering, civil engineering architecture, surveying, planning, public health, economics, climate science, behavioural science, data science, and GIS. Outputs will likely include reports, data and models, interactive decision support tools, case studies, teach-ins, and on-call briefings and scientific support. Key outputs will be published on gov.uk. The research and outputs will be co-designed with policy focal points to ensure policy relevance and will have built-in flexibility to respond to emerging policy needs.

INVITATION TO TENDER FOR THE PROVISION OF CONSULTANCY SERVICES TO SUPPORT ENERGY SAVING TRUST BUSINESS ENERGY SCOTLAND (BES)

The recently published Heat in Buildings strategy by the Scottish Government sets out a pathway to zero emissions buildings by 2045, Reducing emissions from non-domestic buildings remains a key focus for the Scottish Government and the strategy covers support for SME’s and non-domestic buildings particularly encouraging SME’s to take action and install energy improvement measures through an integrated package of advice, technical and financial support. Business Energy Scotland (BES) provides free and impartial support for small and medium enterprises (SMEs) in Scotland to encourage the installation of energy efficiency, clean heating and other renewable technologies to realise the long-term benefits of carbon and cost savings. BES assists and supports SMEs with relevant, tailored, high-quality advice, acting as a catalyst and enabler of change towards a net zero Scotland. Business Energy Scotland provides free advice and support to Scottish SMEs to save energy, carbon and money. It helps SMEs to improve energy efficiency and decarbonise heating in their premises to realise cost savings, protect profits and safeguard jobs. Since its launch in April 2023, BES has matured into a resilient, high-performing and impactful service that is responsive to the needs of SMEs in Scotland. The service provides a range of in-depth and light support to SMEs based in Scotland and as acts as a gateway service for the Scottish Government’s SME loan and grant scheme (SME loan scheme), whilst also facilitating SMEs to access other funding opportunities from local authorities and regional funding providers. The Scottish Government’s non-domestic advice service Business Energy Scotland (BES) sits alongside the current domestic advice service Home Energy Scotland (HES), creating a single point of initial contact for energy advice, both domestic and non-domestic. The Historic England Archive holds over 15 million items relating to England’s archaeological, architectural and social heritage, dating from the 1850s to the present day. These records help to tell the story of the shared memories and lived histories of places in England. The Archive is working to increase inclusion and diversity in our collections and catalogues, and we are looking to work with people with lived experience of underrepresented groups and communities to help us to do this.
