Description

Mini Competition to award a Prepaid Card Accounts Call-Off Contract to a sole Contractor.
Contract for a prepayment card which is classified as a debit card, with no facility to go overdrawn. There will be two types of card- for single use, for one off or emergency purposes where we can distribute funds immediately, and multiple use cards, which the Council can top up with funds or withdraw funds as required. 
The cards will be used for direct payments for both Adult and Children's service users and will need to give flexibility for card holders which may include personal as well as assessed needs, including one off payments for immediate needs, short breaks, respite care, travel, equipment.  The cards may also be used to give young people independence for their everyday living.

Chelmsford City Council would like to issue a tender proposal to secure merchant acquirer services. The supplier is required to provide Merchant Card Acquiring services, to facilitate the receipt, transfer and accounting of incoming domestic and foreign payment streams where current UK sanctions permit, from the payer, to Chelmsford City Council and Chelmsford City Council Payment Gateways to facilitate Cardholder present and Cardholder not present transactions. The supplier will also need to provide chip and pin terminals where required. Objectives oTo secure value for money services. oTo provide cost savings. REQUIREMENT 1. Chelmsford City Council wish to process transactions from the following cards: MasterCard (Credit & Debit), Visa (Credit & Debit), Electron, Maestro and Solo. If any additional card issuers enter the market place, the Council will discuss their specific requirements in that regard as and when necessary. The Council does not accept American Express cards or Diners Cards. The successful bidder will have to be able to operate with the following gateways: Opayo, Elavon, Worldpay and Barclaycard EPDQ. 2. The supplier must assign individual merchant numbers to each outlet specified by the council, this is currently a total of 29 merchants. oThe supplier must be able to provide new merchant numbers as and when required by the council 3. as part of the contract the supplier must be able to supply terminals to the various outlets across the council, the council currently uses 19 terminals. If a terminal is no longer required by a Council during the course of the contract, the Council must be able to return the device to the Supplier without incurring any further related charges. Flagship Group is setting up a DPS for vehicles and associated supplies and services. Mini competitions will be issued throughout the life of the DPS. All the bidders registered on the DPS who have passed the Selection Stage will be invited to participate in the mini-competitions. Access to the Selection Stage will be open throughout the life of the DPS. The DPS may be used for any of Flagship Group's subsidiary companies.

Open Banking (Data, Digital Payments & Confirmation of Payee Services) DPS

Due to the ongoing growth and development of the Open Banking market, Crown Commercial Service (CCS), as the Authority, intends to put in place an agreement for Open Banking Services for use by Central Government and the Wider Public Sector. The Agreement will be a Dynamic Purchasing System (DPS). This will be called RM6301: Open Banking DPS (Data, Digital Payments and Confirmation of Payee Services). This agreement will provide a vehicle for Central Government and the Public Sector to source Open Banking Services, including but not limited to: Digital Payment Services Account Information Services Confirmation of Payee (CoP) Services This will be the first agreement for Open Banking Services CCS has developed. We intend to launch for supplier onboarding from late July with the DPS anticipated to go live for use in the Autumn. The agreement is expected to run for 8 years and suppliers will have the opportunity to onboard throughout this duration.
