The City of Edinburgh Council is re-opening its flexible purchasing system for temporary accommodation to invite new suppliers to provide services.
This is a long-term opportunity with the aim to further increase Edinburgh’s capacity for temporary accommodation. The Council require accommodation and associated services which are tailored to resident’s needs, can adapt by flexing capacity whilst having a focus on value for money and allows continued change and improvement.
This re-opening of the purchasing system will apply to the following within Category 1 - Temporary Accommodation with Access to Visiting Support.
Category 1a - Private Rented Accommodation,
Category 1b - Home Share,
Category 1c - Shared House.
Any providers with potential capacity should email [email protected] or [email protected] to express interest ahead of completing your tender submission.
Please note, providers will not be required to have a property currently available to engage with the opportunity.
The Council will be using the PCS-Tender online portal to run and manage the opportunity, and as such strongly encourage interested potential providers to attend training on the operation of the purchasing system and PCS-T.
Acceptance onto the Framework is not a guarantee of work; the Council will award via Direct Award or Mini-competition for property or services in line with the processes detailed within the ITT.
Any awards will be publicised via a separate award notice.

AMCV 333 - Barleyfield House Respite Provision for Adults with Learning Disabilities and Autism

Shropshire Council is dedicated to providing high-quality residential respite care for adults with learning disabilities, supporting families in their caregiving roles. The current contract for residential respite care services is set to expire in September 2025. The home, located in Shropshire, is registered with the Care Quality Commission to accommodate up to four residents. It primarily offers planned respite care but is also equipped to handle emergency respite requests at short notice. All places within the home are contracted by Shropshire Council. The property is leased by Shropshire Council, and the successful tenderer will be required to enter into a license agreement or equivalent to cover the occupation of the home. The form of the license agreement is included with the tender documents. Shropshire Council invites tenders from providers for the care and support element of this service, including some hotel costs as outlined in the Finance Model schedule. Shropshire Council will act as the Commissioning Authority for the tender process. If the successful tenderer is not already registered with the Care Quality Commission, registration will be required following the award of the contract. The contract will be let for one year, with an option to extend for up to a further two years. The terms, conditions, and standards are contained in the enclosed sample form of contract, which will be reviewed periodically to ensure it includes the Council’s up-to-date contract clauses. Shropshire Council is tendering this service to meet the ongoing requirement of demonstrating Best Value. Providers tendering for these services are expected to identify improved efficiencies while maintaining a high-quality service. The Council seeks to appoint an innovative provider who: •Can meet the varied needs of up to 40 different residents. •Can develop the current service in line with the Council’s priorities. •Has a track record of providing high-quality residential respite services of a similar nature. •Has proven abilities to think imaginatively about service development and improvement. •Can demonstrate an awareness of local and national agendas for both health and social care. Performance of the home will be monitored and contribute to the Council’s overall performance framework. Flexible Purchasing Framework for Social Care Supports

Glasgow City Health and Social Care Partnership (GCHSCP) has been adapting the way in which individuals access support that meets their needs whilst promoting and maintaining their independence. We recognise that closer engagement with communities, families, carers and individuals we support is required: focussing on the assets and strengths that individuals and their communities already have; to transform the way we all collaborate, maximising the opportunity for individuals to live independent lives and achieve their full potential. Connecting individuals with their communities is a key objective of maximising independence, and access to health and social care support, when needed, can improve health and wellbeing and support individuals to become more resilient. Self Directed Support (SDS) is a co-production and supportive process involving good conversations with individuals needing support. SDS, alongside other legislation and policies, is intended to respect, protect and fulfil human rights, and aims to ensure that care and support is delivered in a way that supports choice and control over one's own life and which respects individual's right to participate in society. SDS applies across all ages, including unpaid carers and children ensuring: - Disabled people have the same freedom and choices as others. - People get the support they want, where and when they want it. - People can get support at the right time, before a crisis or emergency happens. Glasgow City Council has a statutory duty to assess care needs and establish eligibility for social care services under the Social Care (Self Directed Support) (Scotland) Act 2013.The Flexible Purchasing Framework for Social Care Supports will be the mechanism through which the Council discharges its duties for SDS Options 2, 3, and aspects of option 4. This is a multi supplier and multi lot unranked Framework and there is no limit to the number of providers that can be awarded to the Framework. The Framework is expected to run for four (4) years, commencing 1st February 2026 and ending on 31st January 2030. The Council will have the option to extend the Framework for one or two consecutive periods, not exceeding twelve months in each case. The Framework Agreement will be based on Care Groups to deliver support to people: -Older People over 65 yrs old and / or under 65 with early onset dementia. -Adults Learning Disability - including people with learning disabilities and autism, people who have learning disabilities with a physical disability, or any combination of these. -Adults Physical Disability - people who have a physical disability without a learning disability. -Adults Mental Health - people with mental health and/or related conditions, including Huntington’s and people with neurodiversity who have no learning disability. -Children and Young People with a disability. The Framework Agreement also includes an additional requirement for when the Council determines needs cannot be met under one of the Care Groups above. Bidders will be invited to submit their pricing schedule for the Categories of Support they are able to offer to help the Council achieve its aims and objectives to help individuals to live as independently as possible and to deliver on its statutory duties. These are: -Care and support services (personal and non-personal care) -Day opportunities/employability supports community based -Day opportunities/employability supports building based -Short Breaks community based -Short Breaks building based (Children and Young People with a Disability only) -Any additional supports offered by Providers including Technology Enabled Care and Support GCHSCP concluded a review of the access to social work services in 2024 to ensure our approach is fair and equitable for those eligible for services. The GCHSCP eligibility criteria will focus on those with substantial and critical need.
