Description

Great British Nuclear) is aiming to procure up to two OEs as part of its Small Modular Reactor (SMR) programme.
The OE will provide essential independent assurance to the Intelligent Customer and Intelligent Client for the relevant SMR project. This will support the deployment of first-of-a-kind nuclear technology in the UK and facilitate GBN's goal of reaching a Final Investment Decision(s) for up to two SMR projects. In particular, the OE will act as a 'client friend' to the Intelligent Customer and Intelligent Client and provide competent resource to undertake specification, oversight, audit, review and advice for decisions relating to design, scope, budget, risk, delivery and contract compliance.  It will also play the role of subject matter expert to deliver independent technical and delivery Line of Defence 2 assurance on major design and build contracts. 
Each tenderer will be expected to be able to evidence how it will provide all of the capabilities outlined in the Technical ability section of the questions relating to the conditions of participation.
The total contract value of £600m stated in this notice assumes that GBN will award two OE contracts (one for each planned SMR project), each with a total contract value of up to £300m. The actual value will depend on a number of factors. GBN reserves the right not to proceed with two SMR projects.
The duration of the OE contract(s) is not yet confirmed. This notice envisages a 14-year term, but please note that GBN will set a completion date once the outcome of the SMR Technology Partner procurement is known.

Beach Management Framework

The Environment Agency requires a Framework to deliver its routine and ad-hoc beach maintenance works across all coastal frontages in England that it is responsible for. This maintenance typically consists of moving/transporting large volumes of shingle from areas of accretion to areas of erosion and evenly re-distributing shingle along the sea to restore/maintain the required standard of protection. There is a requirement to import marine dredged or land-based shingle onto coastal frontages to replenish lost material and to conduct maintenance/repairs to coastal defences and structures. There is a requirement to import and place rock on coastal frontages, as well as to provide coastal incident response, recovery and readiness support in the event of extreme weather events. This maintenance is essential to minimise the risk of coastal flooding to residential properties and commercial businesses. Market Engagement was undertaken using PIN notices via the PCR 15 regulations in May and December 2024. The Framework will operate as a single National Lot with a maximum of two Delivery Partners being appointed onto the Framework. The Framework duration will be a six-year (72 month) initial period with a 2-year (24 month) extension option (total eight years). The total estimated value of the Framework will be between £469,000,000 to £1,227,166,000 (exclusive of VAT). JDR Management Support Framework.

UKAEA seeks to establish a framework of partner(s) who will be able to augment and strengthen UKAEA’s resource pool of Project Delivery Professionals. This framework will enable partnered suppliers to support delivery of UKAEA’s mission from wholly embedded positions within the UKAEA teams. Proposals are requested from potential suppliers (who may be a single organisation or consortia or joint venture) who wish to partner with UKAEA in delivering our mission. This requirement focusses on embedded on-site resource for BAU activities with open ended task-based requirements, UKAEA would seek to secure a minimum of 1 off and a maximum of 5 off suppliers per identified Lot within the framework. It is envisaged that, once established, the framework will operate by UKAEA providing the framework suppliers (by lot) an overview of a given requirement and its key constraints, and framework suppliers for that lot having the opportunity to then undertake a “mini competition” to fulfil the requirement. For smaller assignments, a provision is provided within the framework for direct contract award Lots are described in more detail in subsequent sections of this document. UKAEA aspires to this framework providing a mutually beneficial partnership which both aids delivery of the UKAEA mission and provides partners with a valuable insight into the rapidly expanding global fusion community. The framework will be established initially for a four-year period.
