This project will focus on the procurement and creation of an approved partner list under the Light Touch Regime (LTR) that can be called off at any time during the contract period to deliver adult skills and community learning provision.
The successful bidders will be required to deliver a comprehensive end to end Adult Learning service on behalf of the Council including, but not restricted to: the promotion of the service and recruitment of learners; delivery of quality teaching and learning; effective leadership and management; appropriate support services; safeguarding, and; all necessary administrative, reporting, safety and compliance requirements.
This contract will provide a route to opportunities to deliver adult learning courses via Adult Skills Fund Adult Core (formula funded) and Skills Fund Tailored Learning for Merton residents, and aims to improve the skills, wellbeing, and employability of adults within the Borough.
MAL partners will deliver provisions that can enhance and expand on the curriculum offer, this includes courses that:
•	Meet the needs of local employers.
•	Enable learners to enhance their skills and progress into good work.
•	Address the need for the future workforce in green skills.
•	Improve health and wellbeing and reduce social isolation.
•	Enable intergenerational learning through family learning.
•	Develop the range of courses for learners with poor mental health, learning difficulties, or disabilities.

Barista Training for Prison Leavers (South London)

Reed in Partnership deliver HMPPS Creating Future Opportunities Evolution programme in South London: a single, integrated service that supports prison leavers as they transition from custody to community life. Our Community Hubs in Lewisham and Croydon offer co-designed, person-centred support to ex-offenders, helping them rebuild their lives with dignity and purpose. We are seeking to enhance our Community Hub provision through barista training provision to deliver end-to-end training and employment pathways in our Lewisham and Croydon premises. Initially, this will be a 12-month programme to support 132 service users to gain practical skills, confidence, and access to sustainable employment in the hospitality sector. We invite Expressions of Interest (EOIs) from organisations with a proven track record in delivering inclusive, impactful barista training and employment services. Applicants must demonstrate experience and capability in the following: On-site face to face barista training - Including supervision and practical delivery at our hubs. End-to-end delivery of training and employment pathways - Including training, CV writing, interview preparation, soft skills development, employment placement and casework support to move into, sustain and progress in work as a barista or other hospitality roles. Successful experience working with and delivering outcomes for this client group - Applicants must have an understanding of inclusive and appropriate hiring practices for individuals with convictions and effective mechanisms for informing programme design/delivery through consulting those with lived experience of the criminal justice system.
