Description

The Authority must exercise a number of health service functions set out in section 2B of the NHS Act 2006 and the Local Authorities (Public Health Functions and Entry to Premises by Local Healthwatch Representatives) Regulations. In order to satisfy these obligations, the Authority wishes to secure the provision of the Specialist Stop Smoking Services.
Specialist Stop Smoking Services contribute to the ambitions of the Creating a smokefree generation and tackling youth vaping. This includes the Tobacco and Vapes Bill which is currently going through parliament (2024) 
Under the Provider Selection Regime, where an existing Provider can be directly awarded a contract (under DA process C) where the following criteria are satisfied:
•	The existing provider is satisfying the existing contract to a sufficient standard. 
•	The existing provider will likely satisfy the proposed contract to a sufficient standard taking into account the key criteria and applying the basic selection criteria.
In the opinion of the service lead officer and the Contract Management Officer the existing provider satisfies these criteria.

NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board is seeking to secure a Provider who has the capability and capacity to deliver Individual Placement and Support in line with the specified requirements. The contract value is £1,186,995 per annum giving a total value of £3,560,985 over the initial 3 year term, £4,747,980 if the first extension is adopted, and £5,934,975 if all extensions are adopted. All values provided are inclusive of any non-recoverable VAT. There will be no additional investment. The procurement and awarded contract will operate with a view to review the sufficiency of the contract value against service demand, efficiency and effectiveness, and on an annual basis upon receipt of confirmed budgetary allocations, consider adjustments through formal business case submission route should be explored. Any initiation of exploration will be at the commissioner's discretion. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
