Description

This framework is for the provision of children's residential care across the West Midlands region. Coventry City Council is the lead local authority for the new framework, which can be accessed by the 14 West Midlands Local Authorities/Trusts and their successors/any successor bodies of any of the 14 entities. 
The West Midlands Children's Residential Care Framework aims to be the primary means by which residential care placements are sourced in the region from the independent market. Renewing the framework is therefore central to the West Midlands Local Authorities and Children's Trusts' strategy for securing sufficient residential care homes to meet need in the coming years.

The framework value of £4,946,000,000 exc. VAT includes potential framework extensions of two increments of 3 years.
This is a Flexible framework (and for the avoidance of doubt NOT an Open Framework as defined by the Procurement Act), which shall be re-opened at least annually and there will be additional re-openings, at any time if in the reasonable opinion of the Council the flexible framework needs to be re-opened to enable the Council and any Placing Authority to discharge their statutory duties in relation to Children in Care and the current number of providers and homes do not offer sufficient capacity in terms of residential placements available across the West Midlands region. If a Provider fails to be admitted onto the Framework or a home fails to be added to the framework, the provider may reapply for re-consideration during any of designated Framework reopening term(s) to demonstrate that the framework requirements can be met. 24108 Cambridgeshire County Council Domestic Abuse Mobile Advocacy

The Domestic Abuse Act 2021 has implemented a statutory requirement on Local Authorities to ensure there is safe accommodation for individuals subjected to domestic abuse. Mobile Advocacy is a key part of this. Potential providers may come from the private, voluntary and community or statutory sector and should be experienced in delivering support to individuals subjected to domestic abuse. The service will support individuals subjected to domestic abuse, in the community and will focus on their self-identified needs, rather than needs defined by the service and any pre-defined actions the agency thinks they should take. The support will be client-led and empowering, working with the individual around their individual needs and for a period dictated by need, not targets. This approach is designed to restore decision making powers and increase space for action for the client. The service will be expected to work collaboratively with other organisations in the area providing support to those subjected to domestic abuse. The Service will deliver specialist, flexible and responsive support to meet a range of needs. The key aims which underpin all of our domestic abuse services are: -Information and Advice to those concerned for themselves or others -Increased safety of the those subjected to domestic abuse -To enable victims and children to cope and recover from abuse they have experienced -Clients will be contacted within 3 working days of referral (maximum) -The service will work in a way which is trauma informed -The service will manage £15,000 of flexible funding for use to increase the safety of their clients and their children. This procurement has not been broken down into Lots as it is important that there is one service provider covering the entire area. This is for two reasons, firstly victims relocate and therefore need to be assured of the same provider no matter where they are in the County. Secondly, costs connected with advertising the service would increase if there were more than one provider.

CO6089 TH Sanctuary Project

This is a partnership initiative between the London Borough of Tower Hamlets Council and the successful Sanctuary installation company. The project offers victims of VAWG the option to remain safely and securely in their homes, through the installation of free, tailored home security. The LBTH Sanctuary Scheme has been funded by Homelessness Services each year since 2004 and has contributed effectively to safeguarding domestic violence survivors and their families. Every Sanctuary installation is assessed individually and tailored to the safety needs and circumstances of the individual and property involved. The overall aims of the service are to: • To provide increased security in the homes of VAWG victims and their families so they can remain living in their homes • The Sanctuary scheme prevents homelessness amongst VAWG victims and their families. It allows victims to feel safer and remain in their community. • The Sanctuary Scheme provides additional support to cases where there are no legal orders in place to prevent the perpetrators from attending the property or contacting the victim as often the case is victims are too scared to undertake any legal proceedings, or do not know where the perpetrator is in order to be able to serve legal notices. • The Sanctuary scheme is integral to child protection and safeguarding processes within this borough and actively seeks to increase the safety of victims

Framework for building-based Day Services predominantly for Older People (65+) with Care Act Eligible needs

The Authority is looking to commission a Light Touch Framework Agreement for building-based Day Services predominantly for Older People (65+) with Care Act Eligible needs. On occasion this service may be used by individuals under the age of 65 when their needs could be best met by the service. I.E Where the primary need such as Physical Disability (inclusive of Acquired Brain Injury and Sensory Impairment). The Specification provides further detail on the services to be delivered. The total estimated value for the Framework is from £9,870,001 to £12,336,553 over the total 5 years. The total estimated value is based on the available budget. The services to be procured are defined as a Light Touch Contract within the Act. The Authority will utilise the flexibility provided by Section 45 Frameworks clause (9) to undertake a bespoke procurement process that considers elements of the Open Procedure, Framework and Open Framework. The Authority may exercise its flexibility to 'open' the Framework for suppliers to submit Tenders to join the Framework during the Framework Term. The reopening of the Framework will be at the Authority's reasonable discretion, for example, if the Authority needs to increase the capacity or respond to emerging needs. The Authority will be holding a supplier 'bidders' day' event on the Thursday 8th May 2025 at 10:00am - 12 noon, this will be a Microsoft Teams event held to give suppliers an opportunity to ask Commissioners and Procurement Advisors question in relation to this procurement. Suppliers are requested to have familiarised themselves with the Tender Documents prior to this event, to avoid duplicating questions raised previously and already answered. Where a supplier is unable to attend, information will be shared via Proactis post event shortly after. This will include any questions asked and the respective answers. For the avoidance of doubt Suppliers will still be able to submit clarifications after the event in line with the process outlined IA2938 ITT Procurement Pack. The Authority are also holding two virtual drop-in sessions via Teams, specifically for the Third-Party Information Security Questionnaire (TPISQ) as this may be a document that suppliers are unfamiliar with but it must be completed and returned by the tender deadline. The virtual drop-in sessions will give suppliers the opportunity to ask the Information Governance and Cyber Security Team questions specifically regarding the Third-Party Information Security Questionnaire. No other questions in relation to the tender process will be answered during these drop-in sessions and the Authority will not be delivering a presentation.
