Flexible Framework for the provision of Outcome Focused Home Care including TEC Enabled Care

Derby City Council is tendering for CQC registered Outcome focussed Home Care Services including TEC enabled Care for Adults, 18 years and over who are resident in Derby and meet the eligibility criteria for Derby City Council. Successful bidders will provide outcomes-focused homecare services for adults, incorporating Technology Enabled Care (TEC) to enhance service delivery. The goal is to support individuals' independence, dignity, and overall well-being through personalised care and innovative technological solutions. In line with good practice and national directives, Local Authorities aim to reduce the demand for institutional care by increasing options for community support by commissioning or providing services which promote and support independence. The framework is split into five lots as follows: Tier 1 Lot 1 - Central Area Lot 2 - West Area Lot 3 - East Area Lot 4 - South Area Tier 2 Lot 5 - A separate list of approved support providers required on an ad-hoc basis For Lots 1, 2, 3 and 4 we require four providers per lot. For Lot 5 we intend to appoint a maximum of 10 providers. No providers who are successful in Lots 1, 2, 3 or 4 will be allowed a place on Lot 5. IMPORTANT This tender will be undertaken as a Two Stage Competitive Flexible Procedure under the Procurement Act 2023 and the Procurement Regulations 2024 (Light Touch Regime). Bidders who pass the Stage One (Conditions of Participation) checks will be invited to a Stage two process where they will be asked to submit responses to a number of Working Methods questions (Quality Evaluation). These questions will only be provided during the Stage Two process. Bidders must be registered with the CQC for the provision of Homecare services and must have a rating of "Good" or "Outstanding". Bidders who have a rating of "Requires Improvement" will be accepted provided their most recent inspection was over 3 years ago and they can provide evidence of an acceptable improvement plan. Bidders must have or commit to having an office base within 10 miles of the Derby city boundary in time for contract commencement. IN ALL OTHER SCENARIOS BIDDERS WILL FAIL THE INITIAL STAGE ONE CHECKS OF THE PROVIDER SELECTION QUESTIONNAIRE. The Council reserves the right to open a Lot or Lots and run an open competitive tendering process to replace existing Framework Service Provider due to failure/poor performance/material breaches etc. There will also be the option of opening up a Lot or Lots to add an additional Service Provider where there are capacity issues within that Lot. Suppliers wishing to express interest and obtain the documentation must do so by 11.30pm on 27/08/2025. Refresh of Framework for Adults 18+ in MH&LD Care Homes/and with Nursing

In line with the original Invitation to Tender documentation issued to Service Providers in respect of the Framework Agreement, the Trust now seeks to undertake a refresh of the Framework Agreement, to encompass the commercial arrangements. This exercise is being conducted as an NHS and Local Authorities in Wales collaborative initiative with Velindre University NHS Trust (the “Trust”) acting as the procurement agent through NHS Wales Shared Services Partnership Procurement Services on behalf of all Local Health Boards and Local Authorities in Wales. As part of the refresh exercise, Service Providers are invited, subject to the terms of this letter and the details contained within the attached documents, to: a. revise their prices contained within the Framework Agreement. Prices can remain the same, be adjusted downwards only b. apply to add new Care Home/Settings to its existing service provision for any of the available Lots (Annex 1 document to be completed); and/or c. revise its service provision (i) within a current Care Home/Care Setting and Lot to instead provide the services from a current Care Home/Care Setting under a different Lot to the one under which it is currently providing the services and/or (ii) to remove Care Homes/Care Settings from its service provision. By way of information, this exercise also allows new providers to gain entry onto the Framework Agreement (as varied), subject to satisfying the Trust’s applicable minimum selection criteria.
