Description

In December 2023, the Authority issued a Contract Notice to be published in the Find a Tender Service ("FTS Contract Notice") advising its intention to procure two contracts for a Highways Term Maintenance and Capital Works contract (Lot 1) and a Street Lighting Contract (Lot 2) ("the Contract")
The Authority conducted this procurement through the competitive procedure with negotiation as provided for by the Public Contracts Regulations 2015 (as amended) ('PCR')
The London Borough of Havering is awarding two contracts for the delivery of a programme of term maintenance, capital works projects on the Highways (Lot 1) and Street Lighting works (Lot 2) across its network of highways and infrastructure in Havering.
The works and services to be provided under the Contract are comprehensive and cover all the routine, reactive and planned works that need to be delivered by the Authority.
Works will be carried out within the boundaries of the London Borough of Havering.
The contract value is indicative at this stage, based on the amount of funding available to the Council, and is for the full ten year term of the contract (6 years + 4 year option to extend).The estimated values are provided as an indication of potential spend only, it is not guaranteed and is at all times subject to the Tenderer(s) providing a satisfactory service under the Contract(s).
The Contract will be for an initial term of 6 years subject to satisfactory performance by the Service Provider against agreed Key Performance Indicators, with options to extend.

Both Lots will be evaluated and awarded separately. Suppliers must provide all instruments and meet all requirements as listed in the detailed requirements of this Specification document for the Lot(s) they are awarded, for the duration of the contract period.
