Description

The Authority is seeking to appoint a provider for the provision of Mental Health Supported Housing and Floating Support services for adults to provide person-centred tailored support for people with low level mental health conditions in the Royal Borough of Kingston.\r

Good quality housing and a settled home life are important in maintaining good mental health whilst poor housing or the lack of a permanent home can contribute to the development of mental health problems or can make existing mental health   \r
problems more difficult to manage. Addressing housing need and support is a priority\r
\r
The Service Provider is required to provide housing related visiting support to up to 120 service users with mental health conditions at any one time. This support will be offered to service users in Authority accommodation, other social housing, temporary accommodation, in their own or family homes, or in one of the supported accommodation properties outlined below.\r
\r
The Service Provider will also be responsible for delivering housing related support to  Service Users to manage their own home. This comprises 10 properties located within the  borough of Kingston (48 individual units of accommodation).\r

It is intended that the Provider delivers the service in a spirit of partnership with the Council. To this end the Provider will work closely with the Authority's representatives and services including commissioners, contract managers, and care management. \r

The Provider must also ensure that Service delivery takes into consideration the demographic profile of the Borough and must be able to take into consideration the cultural needs of people using the service. \r

The award of contract will be subject to the preferred bidder entering into a housing management agreement with PA housing who own the properties.\r

The contract term will be for a period of (3) Three years with an option to extend for a further two periods of up (12) twelve months. \r

The anticipated contract commencement date will be 1st October 2024.\r
\r

The second SHED framework (SHED 2) comprising a further 20 suppliers with a range of innovative solutions was launched in January 2023 and was shortlisted for the 'Innovation Procurement Project of the Year' Award by Built Environment Network. SHED 3 commenced in January 2024. SHED 4, comprising 17 solutions was launched in January 2025. To reflect the emerging nature of innovation, a fifth SHED Framework (SHED 5) will be procured in Autumn 2025. The solution will enable PfH Members to procure a range of products and services that offer real and innovative benefit to the housing and wider public sector. The framework will provide successful suppliers with the opportunity to promote their innovation and will allow fledgling markets to test their true potential, providing the foundations for success and wider adoption across the public sector. The Framework Agreement will operate on a national basis, providing an offering suitable for members of PfH in England, Wales, Scotland and Northern Ireland and other public bodies permitted to use the Framework Agreement. North Northamptonshire Council in partnership with Northamptonshire Integrated Care Board (ICB) wishes to invite Tender Responses for the Provision of Supported Living Services for Working Age Adults and who are ordinarily resident within North Northamptonshire. The Services covered by this contract are for Individuals who have a Learning Disability, Mental Health Needs and/or who are Autistic, and who have been assessed as having eligible needs under the Care Act. The Council act as the lead commissioner for these services, in partnership with Northamptonshire Integrated Care Board (ICB). The following Lots detail the Services to be initially procured: • Lot 1- Individuals with Learning Disability 1 (a) - Standard 1 (b) - Enhanced • Lot 2- Individuals with Mental Health Needs 2 (a) - Standard 2 (b) - Enhanced • Lot 3- Individuals who are Autistic 3 (a) - Standard 3 (b) - Enhanced The Council is setting up the Framework Agreement for an initial period of 48 months, with the option to extend for two additional periods of 12 months each, for a maximum duration of 72 months (4+1+1 years). The Light Touch Regime (LTR) applies to the Services under this Contract and this procurement is conducted via open process in accordance with the Procurement Act 2023. The Council intends to make this Framework Agreement available for use by other public sector organisations within England, including but not limited to other Local Authorities, NHS bodies, and Health Commissioners.
