Description

The level of demand for mental health services continues to grow. Data from the Mental Health Services Data Set (MHSDS) shows there were 600,000 more adults in contact with secondary mental health services in June 2024 than there were in June 2019. This reflects a 45% increase in 5 years, which cannot be accounted for by population growth alone. The number of children and young people in contact with mental health services increased by 29% from June 2022 to June 2024.
While the NHS mental health workforce has grown, demand for mental health services exceeds NHS capacity. Relevant Authorities are seeking additional providers of mental health and wellbeing services to supplement or support NHS provision. This Framework Agreement will provide a quick and compliant route to contract for these services.
The overall aim of the Framework Agreement is to provide Mental Health and Wellbeing services for young people, adults or both. The Framework intends to cover a range of services that fall within the scope of Mental Health and Wellbeing services, delivered either virtually or in person.
This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this framework agreement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023 and he Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.
"Relevant authority" is defined in section 12ZB(7) of the National Health Service Act 2006 and in section 10A(9) of the National Health Service (Wales) Act 2006. It means a combined authority, an integrated care board, a local authority in England, NHS England, an NHS foundation trust or an NHS trust established under section 25 of that Act, a county council or county borough council in Wales, a local health board established under section 11 of the National Health Service (Wales) Act 2006, a National Health Service trust established under section 18 of the National Health Service (Wales) Act 2006, or a special health authority established under section 22 of the National Health Service (Wales) Act 2006.
For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework Agreement.
The Term of this Framework Agreement shall be four (4) years from the Commencement Date.
The Framework will be open to new Providers, and existing Providers looking to expand their service offering, throughout the term of the Framework under Regulation 13 of the Health Care Services (Provider Selection Regime) Regulations 2023.

Management & Delivery of Supported Accommodation Project

The Borough Council of Newcastle-under-Lyme are in the process of developing a Homeless Hub with accommodation to: > Provide safe, secure 24/7 supported accommodation for rough sleepers to ensure no-second night out. > Provide an environment where agencies can be available to support individuals without the need for an appointment (often a barrier to engagement). > Provide access to DWP, CAB, RSI officers, housing providers, probation, adult social care to name a few. > Develop relationships / trust for ongoing referrals for support, advice, medical appointments, developing paths to move on into non-emergency accommodation to continue the support. > Offer showers and a laundry, a place to be clean and warm. > Include security so that individuals who would not be accommodated elsewhere can be supported. > Offer advice and support to overcome financial problems, secure job opportunities, and sustain tenancies and local affordable homes. > Work towards developing an on-site cafe utilising peer mentors or lived experience where appropriate for all parties, providing an informal meeting place/welcoming environment. > Taking a holistic approach with the customers voice at its heart to develop activities such as gardening, art etc. Ultimately the Council's policies will mature into intensive wrap around person centered support, which is intended to remove some of the current reliance on bed and breakfast for emergency accommodation, which is a barrier to engagement, is isolating and fuels the revolving door of individuals between bed and breakfast and rough sleeping. The Borough Council of Newcastle-under-Lyme (The Council) is seeking to procure a Service Provider to Manage the Homeless Accommodation Hub who has practical experience in managing such accommodation and who holds a successful track record in providing services to rough sleepers and individuals with multiple and complex needs.

The programme aims to deliver targeted support for men living and/or working in Sandwell in trusted community settings in the six towns providing mental health and wellbeing advice and information, peer support, sport and other hobby-based activities. The Programme will contribute to the priorities of the Council Plan 2024-27 and achieve Public Health's purpose to protect and promote the health of Sandwell. This programme aims to improve mental health for Sandwell men working together with our local communities to make a difference to help change people's lives for the better. Public Consultation from August to September 2024 gave Sandwell men the opportunity to talk about the barriers to accessing mental health support and what mental health provision they need in their communities. This invaluable insight has informed this programme and aims to deliver the 3 key strands - the A B C - we need to go back to basics on men's mental health: Strand A - Awareness and Accessibility- advice and information, training, activities and signposting that help men improve their mental wellbeing, knowing where to find the support they need, seeking support earlier and reducing crisis interventions. Strand B - Behaviours and Identity -provision of information/education sessions that tackle the cultural, religious, media and societal perceptions of the role of men, tackling the stigma of mental health by changing the narrative and get men talking about their mental health and wellbeing. Strand C - Community and Connecting - offering a wide range of community activities encompassing mental health & wellbeing, including physical activity and hobby-based activity, using the 5 ways to wellbeing framework. Boroughwide activities that are inclusive and offer accessible provision to meet cultural, religious, social and language appropriate. The contract term is 2 years from 07 August 2025 to 6th August 2027 with a maximum value of £160,000 (excluding VAT). Further information can be found in the tender documentation. We are seeking to commission a lead organisation to deliver the programme, and for organisations to work together in collaboration to deliver the above strands. We are flexible on the delivery model; however, all three stands must be delivered to meet the required KPIs. This programme must be delivered throughout Sandwell, in all the six towns and reach into communities to engage with and meet the needs of men living and/or working in Sandwell.
