Description

Staffordshire County Council require a Supplier(s) to provide the treatment, via anaerobic digestion, of separated domestic Food Waste, produced by the residents of Staffordshire, trade Food Waste collected by council operated services, and the marketing and/ or disposal of Outputs and Residues from the treatment process. The Supplier's Facility shall be able to accept domestic Food Waste from April 2026.
Staffordshire County Council is the Customer for lots 1a/b/c through to 8a/b/c, as it is the Waste Disposal Authority (WDA) for the WCAs who form those lots. For lot 9a/b/c only, Stoke on Trent City Council, as a Unitary Authority, will be the Customer and the lot area.
There are 3 delivery scenarios for each of the primary delivery points;
A - Council Direct Delivery of the Food Waste to the proposed Treatment Facility,
B - Council delivery of the food waste to a Supplier provided Waste Transfer Station (where the Supplier will take ownership of the food waste and ensure onward haulage to the proposed Treatment Facility),
C - Council delivery of the food waste to a Council provided Waste Transfer Station, where the supplier will collect the waste from and haul to the proposed Treatment Facility).
All scenarios are open for all lots. Scenarios should be separately bid for and therefore separately priced, per lot.

Operation of Barrowell Green Reuse and Recycling Centre for The London Borough of Enfield

The London Borough of Enfield is inviting potential Suppliers to submit tender responses to provide recycling and reuse services for Enfield residents at the Barrowell Green Recycling Centre. This is with a view of expanding from the current service from household waste to potentially including the ability for trade and commercial vehicles to use the site. As such, the service will be split into 2 Lots. Suppliers are required to submit responses for both Lots in order to be considered for this opportunity. The Council will award to either Lot 1 or Lot 2, not both. Lot 1 Operate the Barrowell Green site as a recycling and reuse centre (RRC) for household waste only with permits in place for vans and other vehicles as is the current model of service delivery. Lot 2 Operate the Barrowell Green site as a recycling and reuse centre (RRC) for both Commercial and Household Waste. To note: Lot 2 has an estimated value of £0 as this approach will be working towards a cost neutral position for the Authority. The duration of the Contract will be a fixed term of 5 years, with the option of a 2 year extension period. Please note: The Authority will be holding site visit days at the Barrowell Green Recycling Centre on the 16th and 17th April 2025. This procurement process is being undertaken using the electronic tendering system, 'Atamis' (https://londonboroughofenfield.my.site.com) The procurement is being run as a one stage Open Process under the Procurement Act 2023. Suppliers will need to register an interest on Atamis via the aforementioned link and submit a tender submission no later than 12:00 Noon on Tuesday 6th May 2025 to participate and registration is free. Tender submissions cannot be uploaded after the return deadline. Suppliers must also be registered on the central digital platform (CDP) using the Find a Tender Portal and ensure their core supplier information is up-to-date and accurate.
