Description

Homes England requires quality, spatially referenced market intelligence data that will allow us to provide evidence to support data-led decision making and inform housing policy within Homes England. This in turn will assist us when working with our stakeholders to ensure we deliver mixed-use places that create value and benefit local communities, and that local places are effectively supported to deliver on their regeneration ambitions.\r

In 2021, Homes England ran an open competition to procure market intelligence. The current contract comes to an end in March 2025. We are aiming to award the new contract prior to this date.\r

The original specification has been amended and expanded to ensure that we can gain the best insight into housing and commercial markets.\r
\r
The Procurement is split between 4 Lots. Lot 1 contains both mandatory and discretionary elements.\r
\r
Supplier must bid on one lot as a minimum but can choose to bid for any combination of lots or all lots. Lots will be awarded to the top scoring supplier for each individual lot.\r

Tate Schools Multi-Sensory Game

Tate Schools is a new digital space for teachers and students on Tate's website that will fully launch in Autumn 2025. It will be a prominent and accessible digital destination for teachers, with a comprehensive set of thought-provoking and inclusive resources and tools designed to bring artists, ideas and Tate's collection directly into classrooms across the UK. We are looking for a supplier to produce and deliver an online multi-sensory creation game to complement the range of classroom resources currently available on this platform. The game, or interactive making tool, must be designed and developed with the needs of students with SEND (special educational needs and disabilities) as a priority, specifically students with PMLD (profound and multiple learning disabilities), but which is engaging and usable for all abilities. It should be intuitive to play, with minimal instructions and visual communication (use of symbols and clear icons) prioritised. It should not be dependent on fine motor skills. It must offer a multi-sensory route into digital creativity that is visually and sonically rich - encouraging a playful, exploratory process with a digital outcome which can be shared with classmates/ teachers/ family and friends. Within the game there should be options for materials and encourage process-led making in the classroom using sound/ colour/ texture. The tone and atmosphere of this digital experience should be calming and support engagement and curiosity in the present moment. It could be used as a resource to support students' wellbeing in the classroom.

Student Records System (SaaS)

Royal Holloway University currently has its Student Records System hosted in a managed cloud environment, along with a provision of student recruitment functionality. There is a desire to take a fresh view on the processes that achieve the outcomes required from a Student Records solution, remove technical debt and move to a Software as a Service (SaaS) solution, where unnecessary customisation is removed, updates are seamless and the total operational cost is reduced. Given the academic calendar and contractual timelines, RHUL would invite suppliers who can demonstrate they have a proven track record of successfully delivering regulatory returns with a full SaaS solution, for institutions with comparable size. The solution must deliver automated updates (including releases and patching). Tenderers are expected to provide a detailed proposal, aligned with RHUL Terms and Conditions, outlining their approach to delivering a fully operational Student Records SaaS solution. The system should be ready for the Admissions cycle in September 2026 and be fully implemented by August 2027. Proposals should also detail risk mitigation strategies, particularly regarding cost management throughout the this process. This specification document details the requirements the University has with regards to the Student Record System delivered as ‘Software as a Service’ (SaaS). The purpose of this is to provide enough detail for suppliers to be able to initially respond to the PSQ and Conditions of Participation. As part of the process in Stage 2 (tendering stage), it is anticipated there will be at least seven dialogues sessions. Tenderers responding to Stage 1 must ensure resources are available should they be successful to the tendering stage. Please see timetable within ITP document for more details. The University is seeking to award a contract for an initial term of seven (7) years with the provision to extend for a further three (3) plus two (2) years, commencing on 30th September 2025, with a number of key milestone deliverable objectives, in 2026 and 2027, respectively.
