Description

Blackburn with Darwen Borough Council looks after a large range of highways and non-highway areas in various stages of repair and maintenance.  Blackburn with Darwen has a unique environment and economy, which presents specific challenges to delivery of surfacing and civils schemes. \r
In addition, a significant investment programme in the town is leading to increased demand for new highways, changes to layouts and modern surface finishes.\r
The council has In house operational teams that carry out or supervise a variety of highway maintenance works across the borough. Maintaining the safety of the public and the Council's staff is a key consideration in delivering these works. Often these works require no provision of thermoplastic road markings. However, some of the works require replacement/renewal/removal of thermoplastic road markings that require equipment not held by the Council. In these circumstances, external contractors are procured to carry out these works. \r
Some of this work will be regular, planned, routine and other work will be part of larger schemes.\r
Works should normally be carried out within 10 working days of receipt of the instruction from the council's Clients Representative, or his authorised officer.  \r
However, there will be a requirement to provide thermoplastic road markings within a reduced timescale. \r
The majority of the work required will take place on highway authority roads with speed limits up  to 50mph; however contractors shall be competent to work on high speed roads up to 70mph when required.

Highways Framework

Blackpool Council are establishing a lotted - Highways surfacing and civil engineering works Framework. The procurement will be conducted as an open tender and will establish a framework for a 4-year period. Call off contracts may be entered into from the framework in the manner described within the tender documents. The framework will consist of two lots as follows: Lot 1 – Highways Surfacing - Surfacing includes re-surfacing and re-construction of the highway network using conventional surfacing materials consisting of flexible and rigid pavement treatments (hot, warm and cold mix asphalts/concrete) Lot 2 – Highways Civils - Civil Engineering Works includes construction of improvement works on or associated with the highway network The intention is to establish a framework of up to 4 Suppliers for lot 1 and up to 4 Suppliers for lot 2. The indicative range of call off contracts that may be entered into is typically expected to be in the range as set out below: • Lot 1 – Highways Surfacing - £100,000 - £5,000,000 • Lot 2 – Highways Civils - £100,000 - £1,500,000 In addition to Blackpool Council the framework is being made available to Lancashire County Council, Blackburn with Darwen Council, Lancashire Combined County Authority, Current members, associate members and future members of the Association of Greater Manchester Authorities.
