Dorset Council is engaging a strategic consultancy partner to deliver a focused package of work to support our immediate transformational planning needs.

Building on the insights and recommendations from the three delivery reports produced in phase one and the full business case developed in phase two, Dorset Council seeks expert consultancy advisory to support the initial mobilisation and implementation of 'Our Future Council.'

A significant amount of progress has been made in a short period of time to progress the ambition of delivering whole organisation transformation. The agreement of the business case in January is a key milestone. However, there is a need to maintain the momentum and engagement generated in the last few months. Moving at pace into February is needed in order to deliver changes and benefits that will contribute both towards the savings requirement for the next financial year and set the infrastructure in place to be able to deliver Our Future Council is critical.  We are now charged with identifying and delivering full year £18.8M recurrent revenue savings in 2025/26.

This brief is aimed at bolstering the council's efforts to expedite change. Our requirements encompass a detailed analysis of organisational data, pinpoint functions, and activities that, through consolidation, align with the envisioned 'one council front door' 'customer focused' and 'digitally enabled' target operating model and develop costed structural options that promise efficiencies to be realised within this and the next financial year (2025-2027).

Additionally, it will articulate a people-centric change approach to spearhead the implementation of any structural change. It will be important that while changes will cover a two-year financial period, a sharp focus on in-year efficiencies will be an important part of the remit of this work that will fit into the longer-term vision for transformation.

We require consultancy capacity and capability to accelerate our transformation efforts to meet our financial pressure and provide a base for us to prepare for next year and beyond.
