pEPR Efficiency & Effectiveness (E&E) LA Improvement Action Process (IAP) Pilot Scheme

PackUK is looking to contract with up to 6 suppliers to assist with the delivery of an Improvement Action Process (IAP) for a named local authority (LA), using the IAP framework provided by PackUK, the Scheme Administrator for Packaging Extended Producer Responsibility (pEPR). The objective of this requirement is to test how well the process works in practice. To record the progress of producing an IAP for the named LA, highlighting issues encountered during the IAP production & how they were resolved. The IAP is intended to be a supportive process for the LA, whereby Improvement Actions necessary to improve the LA’s effectiveness (sufficiently to meet its threshold) are identified, developed, agreed with PackUK & approved by the governance of the LA. To support the LA in achieving this goal, PackUK will fund a supplier, known as a Support Organisation to work with the LA in, identifying & developing improvement actions for the LA.

The Provision of Habitat Improvement Works

The Council is looking to receive applications from Suppliers to join a multi supplier Framework to carry out habitat improvement works in suitable locations. Some of these will be part of legally binding Biodiversity Net Gain (BNG) agreements, funded by third parties. BNG was set out in the Environment Act (2021) and is regulated through associated Statutory Instruments. BNG requires developments to make appropriate onsite habitat improvements. However, in certain circumstances these works can be offset by a third party via appropriate habitat creation/enhancement works. BNG requirements are generally very technical and bound by both legislation and legal agreements. The habitats are assessed under the UKHabitats classification system and their condition assessed in line with the national BNG guidance documents. Areas of habitat for improvement must reach a given ecological condition, within an allotted timeframe, and to be maintained at this level of quality for a minimum of 30 years. Any Call-Off Contracts awarded as part of this Framework will deliver part of this 30 year commitment. The Council is looking to provide habitat uplift projects which can be funded via offsite BNG agreements. Some aspects of these works may be undertaken in house by the Council, through other Council contracts, and via this Framework. These Services will be for varying lengths of time as indicated in the separate Lots.

DECC-Energy Performance of Housing Stock Research

The Scottish Government has legally committed to reach net zero by 2045 for the benefit of our environment, people, and prosperity and is committed to taking the required action. We have confirmed in the 2024 to 2025 Programme for Government that tackling the climate emergency is a priority. To meet net zero, transformation will be required across all sectors of our economy and society, including from our homes and places of work. Heating Scotland’s buildings accounts for 20% of emissions – the third largest cause of greenhouse gas emissions in Scotland – and therefore reducing emissions from this sector is vital to reaching the Government’s ambition. The Scottish Government published its Heat in Buildings Strategy in October 2021, which set out our vision for decarbonising Scotland’s buildings by 2045. We continue to lay the foundations to support the growth of clean heating and energy efficiency in Scotland. The objective of this work is to provide an analysis of the Scottish housing stock’s performance in each of the new EPC ratings set out above, using the Scottish EPC wrapper and HEM. This includes how homes would be rated in the new EPC ratings compared with how they are rated in the current EPC system, and then also how energy efficiency improvements might impact ratings across types of homes and in different sectors.
