Description

NHS Hampshire and the Isle of Wight intend to commission No Limits to provide Emergency Department (ED) Youth Workers.  Their core functions is to provide specialist youth work-based interventions, based on support needs at the time. The service equips young people with more skills and knowledge to look after and manage their mental health and address some of the wider personal and social factors that may have led to their attendance. The service connects young people into wider offers for brief interventions and longer-term support, including specialist services e.g. housing, substance misuse, debt advice, vulnerable groups as well as mental health support.

Domestic Abuse Support

LOT 1: Birmingham Children's Trust (The Trust) is looking to commission a domestic abuse service to support victims, perpetrators and children (pre-birth to 18 years). Domestic abuse is the primary reason for engagement with the Trust, prompting the Trust to seek services that offer direct support to families and provide training to enhance staff skills. The Trust is looking to understand what offer is available for local support within the City. The Provider will support in reducing domestic abuse in Birmingham and will ensure that the needs of children are being met in the home. It is important to demonstrate a readiness to take on the role of lead practitioner in alignment with the Children's Social Care National Reforms. LOT 2: Intensive Family Support: the commissioned service will work with families affected by domestic abuse by providing intensive support to a small number of families (at any one time, the Provider will work with five families only) over a period of up to two years. The expectation is that the Provider will work with the whole family including survivors, perpetrators, children and the wider family support network. The Provider will support in reducing domestic abuse in Birmingham and will ensure that the needs of children are being met in the home. It is important to demonstrate a readiness to take on the role of lead practitioner in alignment with the Children's Social Care National Reforms. The Provider is expected to engage in transparent and collaborative discussions with the Trust to determine the appropriate level of support for each family. The work will be evaluated for impact and outcomes for the family.

Restorative Justice Related Services

The Police & Crime Commissioner for Warwickshire (PCC) invites tenders from qualified providers for the delivery of restorative justice services across Warwickshire. The aim is to support victims, offenders, and communities through facilitated dialogue, mediation, and reconciliation processes that promote healing and accountability The requirement will be tendered in the following lots: • Lot 1 – Restorative Justice (RJ) service • Lot 2 – Anti-social behaviour (ASB) / non-crime restorative service Summary of requirements: • Lot 1 – The Restorative Justice (RJ) service will provide direct support to victims and perpetrators of crime across the county through effective RJ practices. The RJ service will form part of a wider multi-agency approach to justice and support services in Warwickshire and will be expected to work closely with a range of partners, including the Lot 2 service provider. • Lot 2 – The anti-social behaviour (ASB) / non-crime restorative service, which will sit alongside several partners in a Multi-Agency Restorative Justice Hub (MARJH). The service will deliver restorative interventions for cases arising across the Warwickshire community, where a crime has not occurred. The service will provide an accessible, proportionate, and effective early intervention option, within a wider Multi-Agency Restorative Justice Hub (MARJH). NB: Bidder(s) may only bid for one lot. This tender falls under the Light Touch Regime below threshold, therefore is outside The Procurement Act 2023. Contract Term • Lot 1 - The contract shall be for an initial period of 3 years with the option to extend of up to a further 2 x 12 months. • Lot 2 - The contract shall be for an initial period of 1 year which will run as a pilot with an option to extend for up to a further 4 x 12 months. The PCC has allocated an annual budget of £55,000 for the provision of services for Lot 1. This budget will remain fixed for the period of the contract. The PCC is very keen that the service provides good value for money through the delivery of effective and efficient interventions. Bids and services that focus resources on front line service delivery are encouraged. The PCC has allocated an annual budget of £25,000 for the provision of Lot 2 services. This budget is provided as part of a pilot project. If the pilot is successful and funding is available over the extension periods, the funding envelope will remain the same. The provision of Lot 2 services will be excluded from the PCC's annual grants process. Similarly to Lot 1 services, the PCC is very keen to ensure that Lot 2 services provide good value for money through the delivery of effective and efficient interventions. Bids and services that focus resources on front line service delivery are encouraged. The funding for these services is partly reliant on Government grant. Where grant funding is used to fund services, the terms and conditions of that grant will apply fully to the service provider. West Northamptonshire Council is seeking one organisation to provide Statutory Independent Advocacy services on its behalf across West Northamptonshire. Local Authorities have a duty to involve people in decisions made about them and their care and support. No matter how complex a person’s needs, Local Authorities are required to help people express their wishes and feelings, support them in weighing up their options, and assist them in making their own decisions during the assessment, care planning, review processes, and also including safeguarding enquiries. This service will assist in the delivery of, and compliance with, the following relevant legislation and guidance: Care Act 2014; Mental Health Act 1983 and its Code of Practice; Mental Capacity Act 2005 and its Code of Practice; The Care and Support (Independent Advocacy) Regulations 2014 Care and Support Statutory Guidance (Issued under the Care Act 2014); Equality Act 2010; Advocacy Code of Practice (Revised Edition 2014). The Mental Capacity (Deprivation of Liberty: Appointment of Relevant Person’s Representative) Regulations 2008 Health and Social Care Act (2012) The service will enable people who have substantial difficulty being involved in the key processes and interactions with the local authority to be supported in that involvement as fully as possible, and where necessary be represented by an advocate who speaks on their behalf. It will ensure that people’s wishes, feelings and needs are at the heart of the assessment, care planning and review processes and will focus on the presenting issue, be person-centered, delivered in line with relevant legislation and guidance and be resource and cost effective. The Provider will be required to deliver the following types of Advocacy Services during the lifetime of the contract: Independent Care Act Advocacy (ICCA) Independent Mental Capacity Advocacy (IMCA) Independent Mental Health Advocacy (IMHA) Independent Health Complaints Advocacy Relevant Paid Persons Representative (RPPR) Advocacy The Authority’s detailed requirements are defined in the Specification. The Authority’s procurement process is set out in the Invitation to Tender documents The Authority proposes to enter into one (1) contract for an initial period of 36 months with the preferred Potential Provider, with an option to extend for a further two individual periods of 12 months each making 60 months in total. The estimated value of the contract is £3,122,240 * * The value is estimated for an increase requirement for IMHAs as the Mental Health Act 1983 is amended by the Mental Health Bill 2025 and is currently based on an anticipated implementation date of 2027. If the IMHA changes are delayed, the overall contract value will reduce by £337,060 for every year it is delayed as the additional hours will not be required.
