Description

Dumfries and Galloway Council has a duty under Section 32B of the Housing (Scotland) Act 1987 as amended, to conduct a housing support assessment for applicants who are unintentionally homeless or threatened with homelessness and that they have ‘reason to believe’ need the housing support services prescribed in regulations. The ‘regulations’ are the Housing Support Services (Homelessness) (Scotland) Regulations 2012. This opportunity is for the provision of high-quality outreach housing support within the Dumfries and Galloway region for anyone who has been subject to domestic abuse and/or coercive control. This includes those who have been assessed as homeless or threatened with homelessness.

Dynamic Purchasing System for the provision Specialist Residential and Respite Services for Adults with Complex Needs

Warrington Borough Council is establishing a Dynamic Purchasing System (DPS) to procure Specialist Residential and Respite Services for adults aged 18-64 with complex needs. The DPS will provide a flexible and compliant route to secure high-quality placements and support services for individuals with learning disabilities, autism, mental health conditions, dementia, physical disabilities, and/or challenging behaviours. The DPS will run from 1st March 2025 to 23rd February 2029, with no extensions beyond this date due to legal requirements under the Procurement Act 2023. The estimated total value is £65 million over the DPS term, though this is indicative and not guaranteed. The DPS is divided into four Lots to match provider capabilities with service requirements: Lot 1: Specialist Residential Care – In Warrington (long-term care) Lot 2: Specialist Residential Care – Outside Warrington (long-term care) Lot 3: Residential Respite – In Warrington (short-term/emergency care) Lot 4: Residential Respite – Outside Warrington (short-term/emergency care) Providers can apply for one or more Lots, and new providers can join the DPS at any time. Providers already on the DPS can apply to additional Lots or withdraw from Lots as needed. Care placements will be awarded through mini-competitions issued to providers within the relevant Lot, with contracts awarded based on quality and price. Services will support individuals to live as independently as possible, promoting dignity, choice, and well-being. Key expectations include: Delivery of high-quality, person-centred care. Adherence to the Care Act 2014, Mental Capacity Act 2005, and Safeguarding Adults legislation. Compliance with CQC requirements (where applicable). Safe, appropriate environments supporting individuals’ well-being. Providers will work collaboratively with families, health, and social care professionals to meet individual needs. Older People Day Opportunity Services 2025

Westminster City Council and the Royal Borough of Kensington and Chelsea are recommissioning the older peoples' day opportunity services across the Bi-Borough area to offer a wide range of flexible services that can adapt to people's changing needs whilst offering targeted support where required. The following summarises the key changes to the current service model, the new model requirements and issues expected to be addressed. The new model includes: - Redesigns the Bi-Borough befriending and outreach services to support people with complex needs to access services. - Establishes secure dementia services in both Kensington and Chelsea, and Westminster. - Transitions an RBKC centre from a hybrid day centre model, which included both day centre places and drop-in services, to a drop-in-only service, while continuing to support individuals with complex needs. The future services will need to respond to service users' needs and wishes, with co production and co design as core delivery principles. Broadly the new model will cover the following: - Building based services which are open access and are either free or low cost. - Services in people's homes, close to where people live and offer a helping hand. - Support for people with more advanced and complex needs in day centres. The procurement opportunity is divided into three lots: Community Support, Age Well Centres/Hubs, and Day Centres. Each lot has multiple 'sub-lots' with additional service specific requirements. This tender is an open procedure under the 'light touch regime' in accordance with the Procurement Contract Regulations 2015. Selection criteria include a turnover threshold, and tenderers can apply for more than one sub-lot, but restrictions will be applied as per the ITT documents. Tenderers can bid for one sub-lot or all 12, however, award restrictions apply.
