North of England Commercial Procurement Collaborative (NOE CPC) is hosted by Leeds and York Partnerships NHS Foundation Trust (LYPFT) and provides collaborative and bespoke procurement solutions to the public sector. A wholly NHS owned organisation comprising of an expert team of procurement and commercial professionals from both the public and private sector, the Authority brings together a wealth of experience, understanding and knowledge.

NOE CPC re-opened it's framework agreement for the provision of Continuing Professional Development (CPD) and Educational Services, including Apprenticeships. The intention is that this framework agreement will provide a flexible vehicle to contract with providers for a range of services, which will reflect over time the needs of Participating Authorities.

NOE CPC provides collaborative procurement and procurement solutions to the public sector. NOE CPC is one of the leading players in collaborative procurement within the NHS in England, and is wholly NHS owned. Since establishment in 2007 a range of procurement and commercial services have been developed to support our customers. The primary role is to help them to function more efficiently through cost-effective collaborative procurement.

NOE CPC also has a strong e-commerce and information function which encompasses the management of e-solutions such as an eCatalogue Solution, an eSourcing Portal and an online Business Reporting Portal. These technologies support us in our drive for procurement efficiencies for both ourselves and our members. At NOE CPC we have an expert team of data analysts to support both internal and external customers which works to support our procurement team in identifying collaborative and bespoke opportunities.

Any Participating Authority specifically listed within this ITT are initially participating in this procurement process however The resulting Framework Agreement may be used by NOE CPC members and other bodies and Authorities listed in Annex 2.

Further Authorities may become NOE CPC members in the future, and as such will be entitled to utilise any Contract/Framework Agreement awarded as a result of this competitive Tender exercise.

The Francis Report highlighted the impact of ineffective leadership, demonstrating its direct effect on patient outcomes and quality of care. This re-procurement seeks to secure an external education provider capable of delivering a high-quality leadership curriculum tailored to NHS requirements. The service includes curriculum development, recruitment and selection of participants, event organisation, and ongoing collaboration with the East of England Deanery. The programme will offer 80 places annually, with 70 reserved for Resident Doctors and 10 for eligible SAS doctors, reflecting a strategic expansion to accommodate growing demand and ensure inclusivity across the region.
