NHS Humber and North Yorkshire Integrated Care Board (hereafter the Contracting Authority) is seeking to commission a Voluntary, Community and Social Enterprise (VCSE) Infrastructure Support (North East Lincolnshire) through an Open procurement process. The preferred Bidder will be required to demonstrate they are able to provide a coordinated, coherent and sector-focussed VCSE infrastructure support which has a demonstrable positive impact on maintaining a thriving voluntary community sector (VCS) in North East Lincolnshire. The Provider will collaborate closely with partners across North East Lincolnshire to ensure local organisations benefit from new developments and opportunities in the Borough. By working together, they will help maximise the positive impact of Devolution and the substantial government investment, with a focus on supporting job growth and enhancing the quality of life for the residents of North East Lincolnshire.  

The service will be required to:
•	Support to the VCSE organisations and groups to access sources of funding, including social investment.
•	Enable a voice and influence within the sector through facilitating and developing engagement and communication channels. This includes the promotion and awareness raising of the sector with relevant stakeholders. 
•	Facilitate improved collaboration across the VCS and support for the enhanced role of the VCS within respective place partnerships (economic, social, health, environment and cultural).
•	Support the establishment of new, and the capacity of existing, VCSE organisations, to flourish in North East Lincolnshire, including those which reflect diversity within our communities.

The Contracting Authority wishes to establish a single Lead Provider contract for the provision of the service. The service model will include a single provider who will act as the contract holder with the Contracting Authority. It is anticipated that the Lead Provider may deliver the entirety of the service specification or may choose to sub-contract elements that it cannot deliver. The Lead Provider will be responsible for the performance of any such sub-contractor.

NHS Humber and North Yorkshire Integrated Care Board (ICB) is acting as the Contracting Authority (and Co-ordinating Commissioner) for the VCSE Infrastructure Support - North East Lincolnshire.

North East Lincolnshire Council will be party to the VCSE Infrastructure Support - North East Lincolnshire contract and as such will be named as Associate Commissioners to the contract.

Tender for Strategic Partner: Delivery of Residential and Nursing Care in Gloucestershire County Council Estate.

Gloucestershire County Council are seeking to procure a partner for the delivery of Residential and Nursing Care Services in 5 homes. The authority intends to award Master Service Agreement (MSA) A five-year contract commencing on 01 February 2026 and expiring on 31 January 2031, with the option for the agreement to be extended by up to five years initially and then for further periods of up to five years if mutually agreed by the Parties such that the Expiry Date is the last day of the current extended Term, provided always the Expiry Date shall be no later than 31 January 2040. This contract is being procured under the Light Touch Regime. The Council will issue statements of services for the first five homes and the Council may issue statements of services for further Homes in the future depending on requirement. The Council may, during the term of the contract require services be provided at additional Homes. In the event that the Council issues a Statement of Services for one or more Homes in addition to the initial tranche of five Homes, the Statement of Services Fee will be based on the prices stated in the Pricing Schedule, taking into account the indexation applied by the Council to its bed rates in the period from the Commencement Date plus any other reasonable increases in the Provider's pricing due to external factors such as minimum pay rates and inflation. The preliminary market engagement was conducted ( over 12 months) prior to the commencement of the Procurement Act 2023; a Preliminary Market Engagement Notice was therefore not published
