Description

West London Waste (WLWA) is a statutory Waste Disposal Authority (WDA) formed in 1986. WLWA is responsible for disposing of waste collected by the London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames. About 1.7 million people live in this area, which covers 38,000 hectares. 

West London Waste Authority is looking to appoint Health & Safety (H&S) Advisory Services to advise on relevant Health and Safety management issues impacting the organisation.

Service requirements:

To procure Health and Safety consultancy services for WLWA to obtain the external expertise to enhance compliance with regulatory standards, improve workplace safety culture, and reduce incidents of accidents and hazards within waste management operations.
 
The new proposed procurement aims to leverage specialised expertise, provide tailored risk management strategies, and ensure continuous monitoring and improvement of Health and Safety practices while achieving cost efficiencies and supporting sustainable waste management objectives.

In order to achieve this, WLWA will require the awarded H&S consultancy to provide the following services (including but not limited to):
•	Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) reportable incidents support.
•	Writing new risk assessments.
•	High risk accident reporting support.
•	Annual review of all risk assessments - Control of Substances Hazardous to Health (COSHH), fire, site processes.
•	New Contractor Risk Assessment Method Statement  & compliance where required.
•	Quarterly site inspections of our sites.
•	Review of site management plans/permits/licenses' where required.
•	Verification of consultants/supplier credentials  that WLMA may contract with.
•	Support for supplier H&S issues.
•	H&S training as per our request, for example, emergency first aid training, annually. Led or organised by the Consultants.
•	H&S policy updates. Compliance and legislation updates.
•	Consultancy advice on new processes / infrastructure changes or projects.
•	Support for the end to end process in respect of insurance/injury claims from employees.
•	H&S representation in court if required following an injury claim
•	Proactively improve H&S across Sites with Strategic Plans, such as ISO or BS Accreditation. 
•	Construction Design Management. 
•	Using Work Wallet as a platform for KPI's - Management of system, assisting Operations Manager.

UKRI-4763 NERC - Aircraft Operations Safety Case Development for British Antarctic Survey and FAAM Airborne Laboratory

UKRI is seeking to appoint a supplier to provide Aircraft Operations Safety Case Development for the British Antarctic Survey and FAAM Airborne Laboratory with defined timescales for clearly outlined deliverables. This procurement will result in appointing a supplier via a contract for external aviation safety expertise to: •to assist in authoring fully developed aircraft operations safety cases for UK Research and Innovation (UKRI) owned aircraft and all science equipment carried on board, and; •to develop safety case processes and supporting procedures to enable further subsequent development and review in-house. UKRI owned aircraft are as below. British Antarctic Survey (BAS) •one De-Havilland Canada (DCH) DASH 7; •four DHC Twin Otters (DHC 6-300); and •one future replacement aircraft De-Havilland Canada DASH 8. Facility for Airborne Atmospheric Measurements (FAAM): •one BAE 146-301. The aircraft operate in non-standard environments, such as low altitude (FAAM) and the Antarctic/Arctic (BAS) and scientific communities a means to conduct cutting edge climate research. The UKRI Framework Document sets out safety and governance responsibilities with regards to delivery of National Capabilities: FAAM Airborne Laboratory and British Antarctic Survey. To fulfil those responsibilities, the AAP was set up to oversee the management of aviation risk within these air operations. It was agreed that a safety case methodology would be followed, in line with best practice and a Goal Structure Notation (GSN) safety case method was elected. Evidence exists to support these safety cases, though gaps exist.
