Description

East Hertfordshire District Council (the Council), Stevenage Borough Council and Welwyn Hatfield Borough Council operate a shared parking enforcement and compliance management service. This procurement is being conducted on behalf of all three councils and is seeking a single supplier for the provision of Parking Management Services in the Districts of East Hertfordshire, Welwyn Hatfield and Stevenage. The successful tenderer will be required to deliver On-Street enforcement of parking, Off-street enforcement of parking and related services as well as the provision, support, licensing and management of a fully hosted web based IT system to provide theenforcement and administration service and to support the Councils’ Parking Services teams.

PAID FOR PARKING SERVICES

The London Borough of Lambeth (the Authority) seek to contract a provider for the supply, support, and the maintenance of Specialist system enabled with functions that will offer customers and visitors to the borough options for paid for parking technology in the borough. The supplier’s system will provide customers and visitors the ability to pay for parking by phone and the provider is required to provide Digital Paid for Parking including Cash. The contract will be for an initial four-year period with an option to extend by 24 months (4 years + 2 years). This service provision will enable residents, businesses, and visitors to purchase a parking in paid for parking and shared use bays throughout the Borough each year, which equates to approximately 1.4m transactions per annum.

Civil Parking Enforcement Back Office System

This tender is for the Council to procure a new back office system for the current PCN enforcement and permits / ANPR exemptions, but options for additional enforcement areas could be considered. The main elements of the new system will need to be able to process / utilise the following activities: Issuing of parking, bus lane, CAZ and moving traffic Penalty Charge Notices Issuing of different types of residential, visitor and business parking permits (virtual and physical) Geolocation for Civil Enforcement Officers Interactive letter writing software with policy rules built in Customer portals for self serve permit applications and PCNs (appeals, payments, evidence and advice) The ability to take charge payments via Sheffield City Council website This would need to be in line with relevant legislation such as The Traffic Management Act 2004, The Civil Enforcement of Road Traffic Contraventions (Representations and Appeals) (England) Regulations 2022, The Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging Guidelines and General Provisions) (England) Regulations 2022, Transport Act 2000, the Road User Charging Schemes (Penalty Charges, Adjudication and Enforcement) (England) (Amendment) Regulations 2014.
