Description

Warrington Borough Council is establishing a Dynamic Purchasing System (DPS) for the procurement of essential support services for Children, Young People (CYP), and Care Leavers. The DPS enables providers to apply at any time, ensuring flexibility in service provision. The aim is to improve well-being, independence, and life outcomes for vulnerable individuals through high-quality, cost-effective services.
The DPS is divided into five lots, covering a broad range of social care, accommodation, therapeutic interventions, and outreach support.
Lot 1: Outreach Support (Complex Needs)
This service provides in-home and community-based support for CYP with learning disabilities (LD), neurodevelopmental disorders, physical disabilities, mental health needs, and complex medical conditions. It includes personal care, respite for families, and support to build independence. Providers must ensure a person-centred approach, promoting social inclusion and skill development. 24/7 availability, emergency and planned care, and CQC registration are required where applicable.
Lot 2: Outreach Support (Standard Needs)
This lot covers supervised contact, hospital or home supervision, and outreach support for CYP in need of additional supervision or safeguarding. The service assists families, provides supervision during hospital stays, and enables CYP to access their communities. The focus is on early intervention, safeguarding, and promoting family stability, with flexible support hours from 7am to 10pm, seven days a week.
Lot 3: Supported Accommodation for Young People (16-17 Leaving Care)
This provision supports care leavers transitioning to independent living. Accommodation must include individual living spaces with 24/7 on-site support, allowing young people to gain life skills in a safe environment. Support includes budgeting, employment readiness, emotional resilience, and community integration.
Lot 4: Short to Medium-Term Accommodation (Post-18)
Accommodation for care-experienced young adults and asylum-seeking young people who require housing while awaiting long-term solutions. Providers must deliver structured support for independent living, ensuring CYP are prepared for permanent accommodation. Support includes financial management, employment assistance, and safeguarding measures.
Lot 5: Specialist Assessments & Therapeutic Services
This lot includes psychological, psychiatric, social work, and therapeutic services for CYP and families. Assessments may be court-directed or required for social care planning. Therapeutic interventions include trauma-focused cognitive-behavioural therapy (TF-CBT), play therapy, and life story work. Providers must be professionally registered, qualified, and able to deliver high-quality assessments within specified timescales.

The aim of this Framework is to provide Relevant Authorities with fully compliant solutions which supplement the delivery of patient care by Relevant Authorities in line with the NHS' core Key Performance Indicators and standards. The Framework has two Lots. Lot 1 Insourced Clinical Services Lot 2 Outsourced Clinical Services Insourced Services are clinical services which are delivered on the premises of the contracting Relevant Authority and may use that organisation's equipment. Outsourced Services are clinical services which are delivered on premises owned or operated by the Provider. Insourced and Outsourced Services will include the full range of Surgical and Medical specialties and sub-specialties. The specialties and sub-specialties are those listed by the various Surgical and Medical Royal Colleges. This is a Framework under The Health Care Services (Provider Selection Regime) Regulations 2023 and The Health Services (Provider Selection Regime) (Wales) Regulations 2025 In accordance with Regulation 17 of The Health Care Services (Provider Selection Regime) Regulations 2023 and Regulation 17 of The Health Services (Provider Selection Regime) (Wales) Regulations 2025, the Framework will be open to applications from new potential Providers during the Term of the Framework. Previously appointed Providers are NOT obliged to re-apply. This notice concerns the opening of the Framework opportunity for applications from new potential Providers. Tenderers may Tender for one or both Lots of the Framework. The Framework has been established under The Health Care Services (Provider Selection Regime) Regulations 2023 and The Health Services (Provider Selection Regime) (Wales) Regulations 2025 (and as amended) (together the PSR) for use by all Relevant Authorities (and any future successors to these organisations). "Relevant Authority" is defined in section 12ZB(7) of the National Health Service Act 2006 and in section 10A(9) of the National Health Service (Wales) Act 2006. It means a combined authority, an integrated care board, a local authority in England, NHS England, an NHS foundation trust or an NHS trust established under section 25 of the National Health Service Act 2006, a county council or county borough council in Wales, a local health board established under section 11 of the National Health Service (Wales) Act 2006, a National Health Service trust established under section 18 of the National Health Service (Wales) Act 2006, or a special health authority established under section 22 of the National Health Service (Wales) Act 2006. For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework. Refuge and Safe Accommodation Services Peterborough

Peterborough Refuge Services - provision of support within a refuge and dispersed/move on accommodation for female victims of Domestic Abuse and for a Children's Support Worker and counselling available to those within the accommodation provided within this contract. The supplier must provide safe and stable refuge for women and children fleeing high risk domestic abuse, and to support them to move into safe and secure independent accommodation. They must also provide additional accommodation for women and children who require accommodation and are safe to stay in Peterborough with the necessary safety measures in place. There must be 2 units (rooms) available for those victims with no recourse to public funds. There must be consideration for those with disabilities, including visible and non-visible disabilities. In addition the supplier must provide support to child victims of domestic abuse staying at the refuge and the safe accommodation to enable them to cope and recover from the abuse they have experienced. The service will work with those who are experiencing domestic abuse, and are fleeing from that abuse at any level of risk. The Service will deliver specialist, flexible and responsive support to meet a range of needs. The service will offer counselling to those residing in the accommodation as part of this contract. The key aims which underpin all of our domestic abuse services are: • Increased safety of the those suffering from domestic abuse • To enable victims and children to cope and recover from abuse they have experienced • To support those using the accommodation to move on to permanent accommodation.
