Contract Modification of original contract agreement through CCS Framework RM6193 - Software Design and Implementation Services. 

Bristol & Weston NHS Purchasing Consortium (BWPC) are NHS employees hosted by North Bristol NHS Trust whose specialism is procurement. 

BWPC support local Trusts and Healthcare Providers with all aspects of clinical and non-clinical purchasing, supply chain management and capital equipping.

This award is to publish the contract modification of BWPCIT001427-2 SAP Implementation Partner under PCR2015 - Regulation 72, to modify the existing agreement to support contract delivery where the value of the modification does not exceed 50% of the original contract agreement.   

Supplier required to extend the term of the agreement to 31st December 2024 to provide post go live support and hyper-care.

The platform will leverage Snowflake as its core data warehouse, likely supported by a range of other products and services. The programme of work will involve consolidation of a range of existing data platforms through migration activities, as well as identifying and processing new datasets to fuel new data products. The programme will likely involve several phases. In first instance, the contract will focus on Phase One, covering delivery items related to the Data hub and Data deliverables. Future phases, that are in scope, will be subject to variations throughout the contract term, as and when required as the programme progresses and subject to budget approval. Phase 1 The initial phase will be to design the new data warehouse environment, then migrate and refactor the existing corporate data warehouse. It will involve discovery and analysis around the data sets, privacy considerations, etc. of the data held in the existing Microsoft SQL Server environment. These datasets and their data pipelines will need to be migrated onto the Snowflake environment. Downstream dependencies such as Power BI dashboards will need to be repointed and if necessary, redesigned. Importantly, this will require extensive refactoring. For example, ingestion may move from SQL Server Integration Services (SSIS) to Azure Data Factory (ADF) and the overall architectural pattern will move from ETL to ELT. The migration is therefore not a "lift and shift" migration. However, the scope will be limited to datasets currently processed into the existing CDW. It should be noted that the advertised estimated budget of up to £3.87million represents the full potential project and is subject to further budgetary approval. The initial Phase One budget is up to £850,000.00. Further phases and additional expenditure will be confirmed as the programme progresses and are discretionary, subject to both budgetary approval and the requirements of the council, therefore not guaranteed to the supplier. Student Records System (SaaS)

Royal Holloway University currently has its Student Records System hosted in a managed cloud environment, along with a provision of student recruitment functionality. There is a desire to take a fresh view on the processes that achieve the outcomes required from a Student Records solution, remove technical debt and move to a Software as a Service (SaaS) solution, where unnecessary customisation is removed, updates are seamless and the total operational cost is reduced. Given the academic calendar and contractual timelines, RHUL would invite suppliers who can demonstrate they have a proven track record of successfully delivering regulatory returns with a full SaaS solution, for institutions with comparable size. The solution must deliver automated updates (including releases and patching). Tenderers are expected to provide a detailed proposal, aligned with RHUL Terms and Conditions, outlining their approach to delivering a fully operational Student Records SaaS solution. The system should be ready for the Admissions cycle in September 2026 and be fully implemented by August 2027. Proposals should also detail risk mitigation strategies, particularly regarding cost management throughout the this process. This specification document details the requirements the University has with regards to the Student Record System delivered as ‘Software as a Service’ (SaaS). The purpose of this is to provide enough detail for suppliers to be able to initially respond to the PSQ and Conditions of Participation. As part of the process in Stage 2 (tendering stage), it is anticipated there will be at least seven dialogues sessions. Tenderers responding to Stage 1 must ensure resources are available should they be successful to the tendering stage. Please see timetable within ITP document for more details. The University is seeking to award a contract for an initial term of seven (7) years with the provision to extend for a further three (3) plus two (2) years, commencing on 30th September 2025, with a number of key milestone deliverable objectives, in 2026 and 2027, respectively.
