RBWM has been awarded Local Electric Vehicle Infrastructure (LEVI) funding from the Department for Transport. The purpose of this funding is to support new concession contracts for on-street charging within RBWM. RBWM has decided to divide this funding into two equal amounts, each to support one of two new area-based concession contracts in the borough. These contracts will be awarded through a single procurement, each contract to be won by a different supplier.

 

As concession contracts, the borough is looking to partner with chargepoint operators that will bring in significant private investment of their own throughout the life of the contract to provide charging solutions for residents across their concession area. Private investment should very substantially exceed the value of the grant funding. The Chargepoint Operator will be responsible for securing overall funding and financing for their capital investment and will need to provide suitable assurance within their bid of suitable funding and financing arrangements for the chargepoint sites that they commit to deliver.

 

The purpose of the grant funding is to accelerate wider private investment in an on-street charging network - ensuring chargepoints are in place ahead of time ready to meet and further induce growing demand.  The LEVI capital funding will contribute towards the cost of:

Chargepoint hardware
Chargepoint installation
Upgraded or new grid connections, including the local connection from feeder pillar to charging assets
Works to the highway to reconfigure existing or create new parking spaces and/or parking restrictions, including but not limited to signs and lining
Introducing or amending Traffic Regulation Orders or parking restrictions
Licenses, approvals, permits, and local authority planning fees relating to installation (where needed)

The Authority has been awarded £1.625m LEVI funding from the Office of Zero Emission Vehicles (OZEV) through the Local Electric Vehicle Infrastructure (LEVI) fund. It would be the intention that the successful supplier would invest its own resources, to be used in conjunction with the LEVI funding, to significantly increase the number of public chargepoints available on the public highway network across the island. The project will involve the deployment of local, primarily low powered on street charging infrastructure which must focus on locations that serve residential communities and those residents that do not have access to off road car parking. The Supplier will be required to deliver all aspects of the goods, services and works needed for the Project, which will include purchasing relevant Electric Vehicle Charging Infrastructure (EVCI), connecting it to the grid and maintaining, upgrading and managing the operation of the chargepoint network across a 15-year term.
