Social Impact Framework

Prior Notice Published: UK-0339 The East of England NHS Collaborative Procurement Hub intends to establish a multi-lot framework agreement to support the commissioning of services that address health inequalities and the wider determinants of health. The framework will offer a compliant, structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and people, with a focus on addressing needs identified by the community. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support with mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services. The framework will be open to all eligible providers across the UK and will operate as an open framework under the Procurement Act 2023. National Collaborative Framework for Adult MH LD & CAMHS Hospital Services

NHS Wales Shared Services Partnership (NWSSP), in collaboration with the National Collaborative Commissioning Unit (NCCU) and on behalf of the Local Health Boards in Wales and the contracting authority for the Isle of Man, will be undertaking a refresh of the National Collaborative Framework Agreement for Adult Mental Health and Learning Disability Hospitals, as well as Child and Adolescent Mental Health Services (CAMHS). This refresh presents an opportunity for interested providers to submit a Pre-Qualification Questionnaire (PQQ) as part of the application process to join the Framework Agreement. In addition, current Framework providers will have the opportunity to update their existing Lot service provisions, either by adding new services or amending existing ones, and to revise pricing (downwards only) where applicable. The primary objectives of this refresh process are: - Developing and establishing a framework consisting of suitably qualified, financially robust Service Providers to meet quality, service, and cost criteria. - Ensuring consistent, high-quality Service provision and improved patient outcomes are achieved and maintained. - Establishing key performance indicators, performance monitoring/outcome measures, access to management information, and provision of clear and consistent patient-level data. - Applying patient-focused outcomes in accordance with the Mental Health (Wales) Measure 2010. - Improving community safety and reduction of risk, ensuring absolute compliance with legal requirements applicable to patients/patient rights - Establishing standard contract terms/conditions and a transparent pricing framework
