Description

Hull City Council (The Authority) is seeking tenders from interested organisations to provide Temporary Accommodation services to the Authority. The Authority is establishing a Dynamic Purchasing System (DPS) that will be administered through the YORtender e-procurement portal for the provision of Temporary Accommodation services with Suppliers who can provide the Authority with access to properties. The tender is an open DPS process. The contract is anticipated to commence 25 March 2025 ending by 24 March 2033 with an option to extend for a period of 2 x 12 months. The Authority has estimated the value of the Services to be £7,258,386 overall. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract.

Supported Accommodation for Homeless, Complex Single People 24/7 high level support (pathway from Temporary accommodation / Hostel Provision)

This Tender includes two contracts (Lots) to provide a supported accommodation scheme to single people who are: • 18+ • Who have been assessed as homeless • Have been assessed as having a variety of support needs through the supported accommodation eligibility assessment and panel process. The project will accommodate single people, both male and female, and provide flexible housing related support to help individuals to live independently and move onto suitable, affordable alternative housing. This alternative housing may include, private rented accommodation (including shared properties), social housing or in some cases moving in with family and friends. If appropriate, this may also include recommendation for a placement in alternative supported accommodation or a care setting. The project will be staffed 24 hours a day and all clients will be supported to comply with the terms and conditions and house rules, which include a requirement to engage with the provision of support. AIMS AND OBJECTIVES • To prepare individuals with the necessary skills to transition successfully into independent living. • To support individuals to live independently and move onto alternative, affordable long-term housing. This alterative housing may include shared properties, private rented accommodation, social housing etc. • To assist clients with their presenting support needs, offering a harm reduction approach and ensuring referrals to relevant agencies are made to meet medical and physical needs (e.g., Specialist Health Team). • To provide all residents with support to help identify their needs, expectations, and aspirations. • To provide a range of planned activities that are designed to help clients develop their personal skills to live independently and to secure and manage a home. • To provide support that is person centred, taking into account their personal needs, interests, and individual goals. • To work in partnership with Housing, Substance Misuse providers, Health provision, Adult Social Care, training, employment agencies and Criminal Justice Services to deliver holistic support packages. • To ensure clients are referred and supported by the agencies that can most effectively and appropriately meet their needs. Open Framework for the Provision of Emergency Accommodation for Homeless Customers

Derby City Council is seeking to appoint suppliers of emergency accommodation to an open framework through which it can purchase the accommodation it needs to fulfil its statutory duties and other emerging need. Derby City Council is seeking suppliers who can deliver to this specification and the standards stated within it, with emergency accommodation for homeless people owed duties under the Homeless Reduction Act 2017 or placed under a legislative power. The provision of emergency nightly paid accommodation is a part of the Council's response to homeless households whom the Council has determined have nowhere else to be accommodated that night. These households at this point are considered homeless. As part of the agreed nightly placement of a household in emergency accommodation, the Council will continue to work with the household to relieve their homelessness and discharge their statutory duties as quickly as possible. The following two lots are required for the framework: • Lot 1 - Room Only emergency accommodation • Lot 2 - Self-contained emergency accommodation The scope for these is further detailed in the document TD2177 - ITT Part 3 Specification. The primary user of the framework will be Derby City Council but we have included provision for Erewash Borough Council to use the framework for their Emergency Accommodation Requirements if necessary. The value of any spend incurred by Erewash Borough Council from this framework is unlikely to exceed £500,000.00 per annum. Due to the nature of the services to be procured, the Council will be permitted to use the Framework in a number of ways in accordance with the Light Touch Regime (Section 9 and Schedule 1 of the Procurement Regulations 2024) and any subsequent amendment or re-enactment thereof.
