Description

Mid Ulster District Council is seeking tenders for a contractor to develop and deliver a PEACEPLUS funded Environment and Biodiversity programme for Mid Ulster District Council. The purpose of this specification is to set out the scope, minimum standards, service requirements, performance, and all other obligations that the Council requires of the Contractor when delivering this programme contract. This is a dedicated cross community Environment and Biodiversity programme. This programme will bring communities together on the shared theme of the protection of our environment. The programme will support people/ groups to: • Community led transformation through local environmental reimaging improvements and practical interventions. • Build capacity of people/ groups interested in horticulture, environment, climate change and contributing to local environmental improvements. • Have greater understanding of diversity. • Transfer knowledge between groups. • Improve relationships. • Increase volunteering. • A total of 225 people will be engaged over a 3 year period, with a minimum of 20 community and voluntary groups involved. The programme will be delivered through a model of engaging people supporting them to contribute to a more cohesive and prosperous society.

ALDT and the Land Drainage Act 1991

Background The current arrangement is an advisory and where necessary enforcement role fulfilling obligations under sections 28, 29 and 30 of the Land drainage Act 1991. Local Authorities play no part in the enforcement process, this is the sole responsibility of the Environment Agency (EA) to carry out. This work requirement is an obligation that the EA agreed to take on back in March 2007, on behalf of the Secretary of State (the Minister) for Defra. Services required from the Contractor We require the delivery of (but are not limited to): - - Technical engineering reports on applications relating to land drainage matters covered by sections 28, and 30 of the Act. - Attendance as an expert witness to tribunal hearings. - Work in connection to fulfilling the statutory requirements. - Assistance to the EA enforcement staff in implementing decisions made at the tribunal which have not been resolved despite interventions. - Assistance to EA in delivering their responsibilities / obligations of ALDT and other relevant land drainage matters. Tribunal cases will require (but are not limited to): - - Report preparation, required surveys (ditch, drain dimensions, photographs) and soil info and follow up - Contacting, liaison and interviewing parties and records of each kept - Advise our staff on the Act where necessary. - Appearance at ALDT - Support of enforcement action

CWC24095 - Outreach Short Breaks Service for children and young people with SEND aged 2-18 years

The Outreach Short Breaks Service is a specialist provision providing home-based and community-based support to children and young people assessed as eligible by the SEND FHS. This service specification has two separate Lots. Lot One: At home and/or community support Provide care to a child or young person with medium or high needs at home, or to support with accessing community facilities. Lot Two: Group based community activities Provide group-based community activities for children and young people with medium or complex needs. The procurement is for services which are considered Light Touch Regime (LTR) services under the Public Frameworks Regulations 2015, as specified in Schedule 3 of the Regulations (“Regulations”). Accordingly, the Council is only bound by those parts of the Regulations detailed in Chapter 3 ‘Particular Procurement Regimes Section 7, Social and Other Specific Services’ 74 to 76 of the Public Frameworks Regulations 2015. The Council is not voluntarily following any other part of the Regulations. The procedure which the Council is following is set out within this ITT. The agreement is based upon the basic principles of a framework agreement, and although there are some similar aspects, it does not fully operate in the same way as outlined in regulation 33 of the Public Contracts Regulations (2015). The Local Authority will create a “pseudo framework agreement” (based on CCS guidance) and have set out clearly how we intend to operate the framework agreement from the outset through the OJEU notice, Tender Document and Call-off Schedule, which also details the timeline for when it will be reopened. This meets the duty of transparency and equal treatment, which are the main guidelines to follow when setting up an LTR framework
