Description

The Council needs to obtain rail-industry specific advice from Network Rail to inform design proposals for improvements to Leicester Station. Whilst Network Rail are providing design advice services and the commission therefore constitutes a public procurement, they are the sole provider of the service the Council requires and the contract to procure the service must therefore be a direct award to Network Rail.

Network Rail are required to review and approve documentation prepared by the demolition contractor as asset owner prior to any works being undertaken. This can only be undertaken by Network Rail under the Basic Asset Protection Agreement.
