Description

COAST's aim is to improve the adaptive capacities, climate resilience and prosperity of vulnerable coastal communities, and drive a more sustainable and inclusive management of their marine environment and coastal resources. To achieve this aim, COAST will focus on three outcome themes, based around areas with good underpinning evidence:
protecting, restoring and sustainably managing coastal habitats and nature based solutions (e.g. mangroves, seagrass, corals)
improving small scale fisheries' sustainability, productivity and resilience
unlocking more sustainable, less intensive aquaculture.
Component A will deliver integrated activities across COAST's themes at a range of scales through three sub-components. To maximise impact and scale, sub-components 1 and 2 will be focused in up to six priority countries, whilst flexibility will be retained in sub-component 3 to support activities in any ODA eligible country. This ITT is to appoint a Supplier to deliver this Component (Component A).

EMPOWER - Strengthening access to Family Planning (FP) in the Private Sector

The Foreign, Commonwealth and Development Office (FCDO) is looking for a Supplier to deliver the Strengthening access to Family Planning (FP) in the Private sector Component 3 of the Empowering Women for Better Reproductive Health Outcomes (EMPOWER) Programme in Uganda. The wider EMPOWER programme has a Component 3 which aims to contribute to creating a vibrant and self-sustaining private sector market for voluntary Family Planning (FP) services in Urban and Semi-urban areas. This will involve identifying the market segments that can pay for their services and building capacity of Private for Profit (PFP) and Private-Not-For-Profit (PNFP) outlets to provide these services affordably and sustainably. FCDO expects the private sector to play an increasing role in contributing to Uganda's targeted modern Contraceptive Prevalence Rate (mCPR) and to increase the share of FP service delivery covered by other funding sources beyond Government of Uganda (GOU)and donors, including, for example, out of pocket and health insurance. Potential interventions are expected to address both demand and supply factors, and the delivery partner(s) are expected to test and scale up the most appropriate interventions. The Contract is anticipated to commence at the end of April / beginning of May 2025 and run until 31 March 2030. The Contract has the option of further extension for up to two years and three months, if required. The Contract value is up to £3,600,000. The Contract value may increase by up to £1,500,000, subject to evidence of effectiveness of interventions, internal approvals and the availability of funds (see section “Scaling Up and Down”). The increase in value may take place during the initial Contract period or its extension. The budget is exclusive of UK VAT but includes all applicable local taxes. It is the Supplier’s responsibility to establish its taxation position both in the UK and in Uganda to ensure it meets its obligations. The Supplier will be responsible for obtaining any tax and customs exemptions from relevant government authorities, if applicable. Climate Innovation Pull Facility (CIPF) - Facility Manager - Invitation to Submit Initial Tenders

The UK Department of Energy Security and Net Zero is procuring a supplier to manage a new facility - the Climate Innovation Pull Facility (CIPF). Through pull finance, this facility will support innovation, scale up and market building for climate change mitigation solutions for developing country contexts, focusing on innovative clean energy technologies and business models in a small number of specific applications/sectors, where the evidence shows support is most needed. In public innovation financing, "pull mechanisms" create incentives for innovators and other actors by creating viable market demand. They seek to reduce viability gaps and induce innovation by signalling demand for solutions to specific problems. Mechanisms often cited include Advanced Market Commitments, Results or Outcomes Based Financing, Prizes/Challenges, innovation bulk procurements, Contracts for Difference, among others. By contrast, much innovation support has to date utilised "push mechanisms" directly subsidising up-front R&D costs. In terms of climate mitigation solutions, the CIPF will support the development of innovation projects aligned to Ayrton Fund themes: industrial decarbonisation, sustainable cooling, smart energy systems and storage and clean transport Further details of Ayrton Fund thematic challenges are set out on gov.uk. The procurement of this requirement will be in two parts: i) A contract for a Facility Manager to manage the programme and identify, incubate, commission and oversee 6-10 climate pull projects of £10m - £50m each. This contract will also cover programme monitoring and learning. ii) A separate contract for an Independent Evaluator of the programme, who will conduct a mid-term and end-of-term evaluation of the programme’s achievement of its development objectives, theory of change and value for money. This procurement is subject to a separate procurement procedure. The procurement for the Facility Manager is the focus of this notice and will be run as a competitive procedure with negotiation.
