Description

The Framework will provide access to a comprehensive range of Legal Services.
It is let by the University of Essex and is open for use by all contracting authorities across the public sector throughout the UK (and any future successors to these organisations). These include (but not limited to) central government departments and agencies, Non Departmental Public Bodies, NHS bodies, Local Authorities, Police Authorities, Emergency Services, Educational Establishments, Hospices, Registered Charities, National Parks, Registered Social Landlords and any other body permitted by the Contracting Authority. Full details of the classification of eligible end user establishments and geographical areas is available at

The Framework will be let across seven (7) Lots. There will be a maximum of eight (8) suppliers awarded a place on each of the Lots.

London St. Pancras High Speed - Legal Services

HS1 LIMITED (trading as London St. Pancras Highspeed) is seeking to invite suitable service providers (“Tenderers”) to participate in a tender exercise for the procurement of Legal Services (“the Services”). The call for competition is via this PQQ followed by an ITT (for qualifying Tenderers). The indicative timetable for the procurement is given in the attached pdf (see Table 1 on page 7). This PQQ is being issued by London St. Pancras Highspeed in connection with a negotiated procurement conducted under the Utilities Contract Regulations 2016. All key dates for the process are provided along with instructions, within the attached PQQ pdf, along with Annex A (the spreadsheet provided), which needs to be populated for those that wish to take part in this procurement. NUN - Legal Services Framework

The Council has a requirement to procure a legal services framework consisting of our (4 Lots, covering a range of legal services to act as an extension to the in-house legal team. The intention is to utilise and call-upon the legal firms appointed to the framework agreement at times when: - There is insufficient resource within the in-house team; - The project and/or requirement relates to a specialist and complex requirement, which is unique and would be best with a specialist legal firm with the resource to fulfil the requirement; and - Where the risk outweighs the potential cost of seeking the advice. For the avoidance of any doubt, the requirement excludes obtaining Counsel advice and representation of the Council in legal court/appeal or similar matters. Specific details of a matter / requirement, will be provided prior to confirmation and appointment via a call-off. This specification therefore sets out the general approach to the services, the expected outcomes to be achieved, the principles, response times and core scope of each lot.
