Derby City Council (the Council) is undertaking this procurement on behalf of itself and the Derby and Derbyshire NHS Integrated Commissioning Board to establish a contract for the provision of an Emotional Health and Wellbeing Service for Children in Care. 

We seek a single provider, lead provider, or consortium to deliver a trauma informed service which embeds and delivers interventions to children in care (CIC) and their therapeutic parenting team which meets their individual emotional and mental health needs and creates stability in placements.  

The service will ensure the needs of the child are paramount, using a range of interventions via direct or indirect work. This will deliver to all children in care who meet the inclusion criteria, including those children who are placed within the Local Authority boundaries from other areas. It will also include those who are cared for by the Local Authorities approved foster carers, that live never more than 5 miles outside of the Derbyshire Footprint.

The overall aim of the service is to improve the emotional health and wellbeing of CIC via direct support to the child and / or indirect support to the therapeutic parenting team.

The service will offer a range of appropriate evidence based, trauma informed interventions, both group and one to one.  The service is not expected to prescribe medications, nor does it need to be CQC registered.

In addition to the core specification, we are including a two year "proof of concept" service for Children in Care with complex needs through a Coordination and Advisory Team. The contract period for this element is 19 months; commencing in line with the core requirement on 1st September 2025 and expiring 31st March 2027. (the incumbent provider is expecting to commence the service within its existing service delivery from April 2025).

For information: The agreement with the successful bidder will have, as parties to it, Derby City Council, NHS Derby and Derbyshire Integrated Care Board and Derbyshire County Council. Derby City Council and Derbyshire County Council will refer young people to the service and both, with the additional of the NHS Derby and Derbyshire Integrated Care Board, will be responsible for the contract management.

Monitoring of School Attendance

Monitoring of School Attendance of Children and Young People in Care and Children and Young People with an Education, Health & Care Plan (OOC). Wolverhampton City Council (the Council) has a statutory duty to monitor the school attendance of children and young people in care placed in out-of-city independent placements, and for children and young people with Education, Health and Care Plans (EHCPs) attending out-of-city education settings. This duty is primarily governed by the Education Act 1996 and relevant Department for Education (DfE) statutory guidance. To fulfil this responsibility, the Council requires a service provider capable of delivering a robust service for collecting and monitoring attendance data for these two cohorts. The overarching aim is to improve school attendance among Wolverhampton pupils placed outside the city by delivering an effective, responsive, and informative service. This will enable the Council to identify and address poor attendance early, ensuring timely intervention in cases of unauthorised absence. The provider will be expected to achieve the outcomes outlined in the performance indicators and the successful provider is expected to deliver as follows: * Implement a robust and efficient attendance monitoring service that ensures accurate and timely collection of attendance data for all education provisions. * The service should support multiple methods of data acquisition to maximise coverage and reliability. This may include: • Automated extraction of attendance data from education management systems, where integration with the school or setting's system is both feasible and secure, • Alternative communication methods, such as direct phone call with provisions or settings, to ensure attendance data is captured even where MIS integration is not possible.

Salford Healthy Child Programme,0-19 Service

The Healthy Child Programme is an integrated service for expectant parents, children, young people and their families, delivering interventions from the pre-natal stage up to the age of 19. The programme provides place-based interventions and support, led by a Specialist Community Public Health Nurse workforce. Every family is offered an evidence-based package of screening, developmental reviews, information and guidance to support parenting and healthy outcomes. The use of communitybased assets is central to the universal offer and to address inequalities. The service will build on Salford's assets and strengths, working in partnership with the full range of children's services, and where appropriate adults' services such as education; children's social care; Early Help; VCFSE partners, as well as working with NHS services for example, primary care, midwifery, paediatrics and mental health services. By working collaboratively the Healthy Child Programme will be a key part of the Salford system ensuring every child and family receives the support they need to achieve their full potential.
