Description

Marine Systems Engineering (MSE) in the Met Office maintain a network automatic weather stations consisting of moored buoys in the North Atlantic Ocean, Light Vessels in the English Channel and Voluntary Observation Ships.
This network was originally established in the 1990’s and remains a key component of our well characterised and high quality ‘reference’ capability, providing much valued observations for operational forecasting, climate monitoring and key calibration data for meteorological satellites.
Marine Observation data is currently transmitted hourly over the Iridium Short Burst Data (SBD) satellite network using now obsolete Iridium 9522b SBD modems. Observations are limited to hourly due to the cost of Iridium satellite SBD data plans.
Met Office need to procure a replacement modem, with a suggested change in technology moving form Short Burst Data (SBD) to Internet Protocol (IP).

Small Transportable Satellite Monitoring Solution for Ka and Ku Band

Due to the ongoing deployment of Low Earth Orbit (LEO) non-geostationary satellite orbit (NGSO) constellations, Ofcom has a requirement for a mobile satellite monitoring solution. This will provide Ofcom with the ability to track and monitor LEO satellites operating above the United Kingdom. We will need the ability to monitor NGSO satellites operating in Ku and Ka bands and as a minimum this must be able to track satellites from 30⁰ elevation through to 30⁰ elevation on the opposite horizon (120⁰ total tracking as a minimum). The solution will need to be able to be capable of operating around 360⁰ azimuth, meaning that we can monitor NGSO satellites at any azimuth compared to the antenna system.

Iridium Satellite Modem Supply

The Met Office operates a marine weather observation network consisting of 10 offshore buoys, 5 lightvessels (LV) and 60 Voluntary Observing Ships (VOS). Observation data is transmitted globally over satellite back to the Met Office for weather prediction modelling and climate records. Reliable global/offshore communication is essential for the network to operate. Observation data is currently transmitted over the Iridium SBD network using Iridium 9522b modems, with maximum message sizes of 395 bytes for buoy use and 40-80 bytes for Light Vessel and Voluntary Observation Ship use. These platforms operate on solar/battery power arrangements, all proposed solutions should feature low power usage by design to accommodate the limited power supply arrangements available. Met Office intend to issue a framework agreement with one supplier of Integrated Iridium Modems for the following use cases: • SBD based direct replacement for obsolete Iridium 9522b modems (interim solution) • Certus 100/IMT based solutions for increased observation throughput and remote station access
