Description

Healthwatch Wakefield is a statutory service which influences and shapes the improvement of Health and Social Care services in Wakefield district or accessed by Wakefield district residents. It follows national standards set by Healthwatch England and is designed to empower local people to influence services. It promotes greater patient and public involvement by actively encouraging participation from residents, particularly seldom heard and under-represented groups such as young people and those facing health inequalities, to ensure diverse voices are represented. Additionally, it strengthens the role of the public in the commissioning, delivery, and scrutiny of local services.

The service will also provide a Wakefield Independent Health Complaints Advocacy Service; a free, independent, and impartial service. The core purpose of the Independent Health Complaints Advocacy Service is to ensure that people who use local NHS services have access to the support they need to clarify and articulate their concerns, to navigate the complaints process and to pursue a resolution to the satisfaction of the people using services or the exhaustion of the process. The Service will play no role in relation to matters where a complainant determines to resort to direct legal action other than appropriate signposting.

It is expected the Contract will be for a period of 3 years with an option to extend up to a further 7 years (10 years in total), with an expected commencement date of 1st October 2025. The Contract is proposed to be a single lot with a lead provider.

WCC Housing Needs Integrated Singles and Outreach Services The Authority is procuring Integrated Singles and Outreach Services in three (3) Lots. The Services are a pivotal and strategically aligned provision at the heart of the Council’s Homelessness and Rough Sleeping Strategy 2024. These Services are a cornerstone of our ambition to prevent homelessness, enhance recovery, and transform lives through a dynamic, tailored, and outcomes-driven approach. The Integrated Singles and Outreach Services will be procured in three (3) Lots: Lot 1 Assertive Outreach Services: To build strong, ongoing relationships and offer consistent support to people who face long-term homelessness and multiple challenges. The Provider will provide support for complex cases, engagement strategies, and long-term recovery planning. Lot 2 First Contact Team: The Provider will act as the first point of contact for the dynamic movement of individuals into and out of rough sleeping (FLOW) and those at risk of rough sleeping. The Provider will deliver rapid and trauma informed support and early interventions to prevent and move Service Users away from Rough Sleeping at the earliest opportunity. Lot 3 Hub Support Team: the Provider will deliver a central coordination point for statutory services and housing, providing a single front door for all accommodation options. The Provider will triage Service User needs and co-ordinate support and multi-agency planning. The Provider will actively collaborate with the Authority’s services through a hybrid delivery model, helping to coordinate joined-up planning and support. The Provider will need to provide a building with working space for 20 Council staff and those commissioned to provide support functions for this Lot, as well as having the capacity for Service Users walk-in’s and confidential meetings The estimated Contract Commencement Date of this contract 06/02/2026. The estimated Service Commencement Date is 01/04/2026. The Initial Contract Period is 3 years, with provision for extension, at WCC’s discretion, for up to a further 4 years, providing a total contract period of up to 7 years (calculated from the Service Commencement Date), expiring no later than 31 March 2033. During the Contract Period the Authority may, at its sole discretion, require additional Services to be delivered by the Provider for up 25% of the total contract value for each Lot. This will be subject to service needs, funding and will be at the Authorities discretion in line with clause 47 of the Contract. Above Threshold Smoking Grant V3

Trafford Council is looking for a service to help roll out 'Stopping the start: The Government's Plan to Create a Smokefree Generation' . In October 2023, it was announced by Government that additional grant funding would be awarded to support local authority lead stop smoking services. The defining features of the service are: • The ability to identify and engage people who smoke and are living within Trafford. • The ability to deliver smoking cessation interventions to the population with the overall aim of reducing smoking rates. Trafford Council have already commissioned targeted projects for: • Care Leavers • Criminal Justice/Probation Service Users • Substance misuse clients • Homeless community • Unpaid carers In our third round of applications, with this funding, we are hoping to target the following population groups: • Deprived communities (targeted geographies in Trafford) • Gypsy, Irish Traveller and Roma Communities • Employers with higher smoking rates i.e. route and manual workers • Wider groups. Any other group you can show has higher smoking (or other tobacco products) rates than the general population Trafford Council is looking to target as many of these groups as possible and will look to allocate funds in a way that allows the maximum number of groups to be targeted. Procurement is being undertaken under the Light Touch Regime. Please note this tender will be restricted to VCSE organisations. This includes non-profits, charities, social enterprises, community interest companies or other organisations that prioritise social impact over profit. VCSE status of organisations will be checked as part of the evaluation process.
