The Department for Energy Security and Net Zero (DESNZ) is appointing a Contractor to develop specific physical site security best practice guidance for operators across the downstream
oil sector, increasing the ability to prevent access to sites by hostile actors. The department wishes to appoint specialist advisors to provide expertise on what best
practice should look like for this sector and based on this, develop sector-specific physical site security best practice guidance.

The aim of this project is to gather primary evidence through site visits to create informed guidance outlining both minimum and good practice measures that operators in the downstream oil sector (DSO) should adopt to strengthen their site security to prevent unauthorised access and hostile incursions.  This guidance will be published by DESNZ on gov.uk and engagement with industry stakeholders will be delivered to socialise the concepts. This should encourage operators to take action to meet the minimum criteria, and then operators can use a maturity model to assess how their site security can be improved in future. The measures outlined should be appropriate and proportionate.
