Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark.  Collectively our Members manage more than 75% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, spend analyses, strategy reviews, consolidated billing and comprehensive reporting.
PfH is a contracting authority under Regulation 2 of the Public Contracts Regulations 2015 (“PCR 2015”) and a central purchasing body under regulation 37 PCR 2015.

Rigging Coatings- Planned Procurement Notice

The purpose of this Planned Procurement Notice (PPN) is to alert potential suppliers to an opportunity to provide coatings options for the conservation of HMS Victory's masts, yards and assorted rigging hardware. Over the next 12 years the National Museum of the Royal Navy (NMRN) is leading on the conservation of HMS Victory to ensure the long-term preservation of this world-class historic vessel. In addition to being the only surviving exemplar of a Royal Navy capital warship from the Age of Sail, HMS Victory continues to be a significant visitor attraction within the setting of No. 2 Dock and Portsmouth Historic Dockyard whilst continuing to serve as a commissioned warship and the Flagship of the First Sea Lord. The aim of the HMS Victory Conservation Programme is to deliver a fully conserved ship, able to survive in an open environment for the next 50 years without major work beyond a programme of planned maintenance. A key component of the project is the conservation of existing rigging elements including masts and yards - generally referred to as 'spars' - and assorted metalwork items - generally referred to as 'hardware'. As part of this, suitable coatings will need to be applied to the external surfaces of spars and hardware, and the internal faces of hollow spars. Further information can be found in the attached PPN notice to this advert. The NMRN will host an online engagement session on Wednesday 7th May 2025 to allow interested parties to pose questions and seek clarifications before the close of the expression of interest period, Friday 16th May 2025 Interest suppliers are welcome to express their interest to [email protected]. Communities First Behaviour Change

This research project will use appropriate evidence-based behaviour change theories to identify factors (e.g. personal, institutional, or systemic) that are barriers or enablers to embedding the CF approach across Northumberland County Council and key partners. The results of this analysis will support NCC and relevant partner organisations to understand and address these barriers and enablers to move further and faster to adopting the Communities First approach. Methods and measurement The Provider will propose their methodology in their tender submission for this work, but broadly it will be expected to include: • Selection and application of appropriate evidence-based behaviour change theory/theories to underpin the analysis. • Identification of the target behaviours that professionals and/or organisations need to adopt in order to implement the Communities First approach (also involve identifying current behaviours that do not support the approach and need to change). This would involve initial scoping work with NCC and key system partners to identify the target behaviours. • Use of appropriate qualitative research methodologies to analyse barriers and enablers for professionals and the wider organisation to delivering Communities First approach, using the evidence based behaviour change theory (see point 1 above). • Include both retrospective evaluation of adoption to date and analysis of anticipated barriers and enablers for wider adoption of the Communities First approach. • Provide relevant recommendations to support successful implementation and maintenance of Communities First approach across NCC and key system partners.

School Decarbonisation Project - Cubitt Town, Bonner Mile End and Bangabandhu

This procurement relates to the appointment of a suitably qualified and experienced design team to work up and help implement the proposals for decarbonising the three school sites from RIBA Stage 2 to the end of the project (RIBA 7). This will include all design work, planning consent and conditions, preparation of information for contractor tender, contract administration, QS services, M&E services, and design advice to the end of the project. The overall purpose and goal of this project is to decarbonise the school sites heating technology, within the available finance whilst maximising additional interventions to reduce the school energy bills. The key priorities are: o Move to decarbonised heat o Reduce energy bills o Stay within budget o Improve the internal environment to create a more comfortable learning environment o Work closely with the school community to ensure that their senior leadership team is consulted on all key design and delivery decisions. o Ensure that interventions are interrogated holistically in order to avoid potential issues such as mould. o Calculate carbon and energy usage reductions.
