Westmorland & Furness Council is advising of the contract award for The Healthy Child Programme 0-19 years after following the Competitive Process of the Health Care Services (Provider Selection Regime 2023).
The Healthy Child Programme (HCP) is the early intervention and prevention public
health programme that lies at the heart of universal service for children, young people, and
families at a crucial stage of life, including pre-conception. The 0-19 HCP’s universal reach
provides an invaluable opportunity to identify families that need additional support and
children who are at risk of poor outcomes.
The 0-19 HCP sets out the good practice framework for prevention and early intervention
services for children, young people and their families and recommends how health,
education and other partners working together across a range of settings can significantly enhance a child’s or young person’s life chances.

Early Years Universal and Targeted Speech, Language and Communication Support

Blackpool Council is seeking an experienced Supplier to provide a reliable and effective Speech and Language Therapy (SLT) support resource for Early Years Settings, Early Years Workforce and the provision of targeted interventions for children 0-5 with identified need is critical to ensuring that all Blackpool's Children have the correct support and access language experiences which will support the development of their language for their life. Blackpool Better Start is a partnership funded by the National Lottery Community Fund, which consists of the NSPCC, Blackpool Local Authority, Blackpool and Fylde Teaching Hospitals NHS Foundation Trust, Blackpool ICP and Community and Voluntary Sector organisations. The services are to be delivered across Blackpool and the provider will work with the Council and specialist SLT providers to ensure that all children are provided with the support that they need. The requirements for service delivery services are outlined within the specification provided with the Tender documents. This Procurement Procedure is being conducted through an open tender procedure under the light touch regime, in line with the Procurement Act 2023. The Contracting Authority wishes to appoint a Supplier who can clearly demonstrate the ability to meet our requirements and who offers the most advantageous tender. It is anticipated that the contract term will be from 01 October 2025 to 31 March 2027. The maximum budget for the contract term will be £110,000.
